Helal belgeli ürünlerinde domuz olduğu belirlenen Nestle tüm helal belgeli ürünlerinin satışını Fransa'da durdurdu.

Paris, 1 Şubat (Reuters)- Gıda devi Nestle’nin Salı gününden itibaren Helal belgesi taşıyan HERTA markalı ürünlerin satışını askıya aldığı şirket sözcüsü tarafından açıklandı. Sözcü açıklamasında, etiketlerinde tavuktan yapıldığı yazılan sosislerin yapılan laboratuar tahlillerinde domuz etine rastlandığını bildirdi.

Nestle bu olayın yalnızca Fransa’ya özgü olduğunu ve şüphelenilen tüm ürünlerde DNA testleri yapılıp yeni bir üretim prosesi uygulamaya konana kadar Helal belgeli Herta üretim ve satışının durdurulacağını açıkladı.

Helal belgelendirme Fransa’da hassas bir konu çünkü yalnızca %8’i Müslüman olan bu ülkede gıda marketleri ürünlerin “Helal” versiyonlarını reyonlarda ön plana çıkararak bu karlı iş sahasından kazançlarını arttırmaya hedefliyorlar.

Müslümanlar bu yağmur gibi yağan ürün çeşitliliği karşısında kalırken bağımsız araştırmalar özellikle Avrupa’da her köşe başında bulunan dönercilerden alınan “Helal Belgeli” ürünlerde yapılan testlerde domuz etine rastlandığını göstermektedir.

Fransa ve Belçika’da Quick Burger zinciri tarafından “Tamamen Helal-(Halal-Only)” helal adlı lokantaların açılması ise büyük olaylara sebep olmuş ve Müslümanların laik Fransa’da artan etkisinin ispatı olduğu söylenmeye başlanmıştı.

Nestle bütün dünyadaki üretim ve satış birimlerinin tümü için helal sertifika almaya karar verirse o zaman düşünebiliriz’ demiştik. Bu görüşümüzde ne kadar haklı olduğumuz bu olayla bir defa daha ortaya çıkmış bulunmaktadır.

Malezya ile ilk diplomatik temasın üzerinden neredeyse 50 yıl geçti. İki halk arasındaki sempati siyasi ve ticari ilişkilere bir türlü yansıtılamadı. Başbakan Razak’ın ziyareti yeni bir kapı aralıyor.

‘Türkiye Malezya olur mu?’ 2007 Eylül’ünde Türkiye’nin gündemini belirleyen soruydu bu. 22 Temmuz erken genel seçimleri bitmiş, AK Parti yüzde 46,5’lik oy oranı ile iktidarını pekiştirmişti. Birkaç ay önce, Anayasa Mahkemesi’nin 367 darbesi ile önü kesilen Abdullah Gül, Çankaya’ya çıkarak ülkenin 11. cumhurbaşkanı olmuştu. İşte böyle bir atmosferin tartışmasıydı, Malezya meselesi. Pompalanmak istenen korku, bu ülkedeki İslami anlayış ve uygulamaların Türkiye’ye de ithal edilmesiydi. Medya işi o kadar ileri götürdü ki, ‘Türkiye Malezya olur mu?’ sorusu, dönemin Malezya Başbakanı Abdullah Ahmet Bedevi’ye bile soruldu! Ankara büyükelçisi, ‘Malezya olmazsınız, merak etmeyin’ demek zorunda hissetti kendisini! Ancak ülkedeki her gündem gibi bu tartışma da çabucak moda olma özelliğini kaybetti ve Malezya unutuldu gitti.



1957 yılında bağımsızlığını kazanan Malezya ile Türkiye arasında ilk temas 1964’te kuruldu. Diplomatik ilişkilerin tarihi neredeyse 50 yıllık. Türkiye’ye bugüne kadar başbakan düzeyinde Malezya’dan toplam 5 ziyaret gerçekleşmiş. Türkiye’yi son ziyaret eden isim, ülkenin efsanevi lideri Mahathir Muhammed. Görevi bırakmadan önce, 1997’de 3. kez Ankara’ya gelen Muhammed, bağımsız Malezya için çok özel bir isim. 22 yıllık bir iktidar döneminden sonra 2003’te görevini yardımcısı Abdullah Ahmet Bedevi’ye devreden Muhammed, seçimle iktidara gelerek en uzun süre görevde kalan liderlerden biriydi. Hammadde ithal eden yoksul bir ülkeyi, iktidarı döneminde yüksek teknolojili üretim yapan ihracatçı bir Asya Kaplanı hâline getiren Muhammed, kendi isteğiyle 77 yaşında emekliye ayrılmıştı.



Uzakdoğu Asya’nın Endonezya ile birlikte iki önemli ülkesinden biri konumundaki Malezya’da nüfusun yüzde 60’ı Müslümanlardan oluşuyor. Yönetimde de Müslümanların ağırlığı var. Etnik yapıya bakıldığında ise nüfusun yarıya yakını Malaylardan oluşuyor. Bu kitlenin ana dili Malayca. Ülkedeki ikinci büyük etnik nüfus ise yüzde 23,5 ile Çinliler. Yüzde 7,5 oranında da Hint kökenliler yaşıyor.



Diğer yerli etnik grupların oranı ise yüzde 10. Ülkenin resmî dili Malayca ancak eski İngiliz sömürgesi olmasından dolayı İngilizce yaygın olarak kullanılıyor. İngiliz modeli ülkede kendini sadece dilde değil günlük hayatta da hissettiriyor. Trafiğin soldan aktığı Malezya’da araçlar sağdan direksiyonlu. Bir Malezya markası olan Proton modeli otomobiller, trafikteki en yaygın araçlar. Etnik gruplar kendi aralarında İngilizce anlaşıyor. Malezya’da İslamiyet resmî din. Müslüman Malay halkı, Sünni geleneğe sahip. Ülke, krallıkla yönetilen çok partili demokratik sisteme dayalı bir federasyon konumunda. Devlet başkanlığı görevini sultan yürütüyor. Sultan aynı zamanda başkomutan ve ülkedeki dinî kurumların da başı. Dokuz eyalet sultanının oluşturduğu ‘Malay Sultanlar Konseyi’ tarafından, kendi aralarındaki rotasyon usulüyle 5 yılda bir seçiliyor. Ancak, sultanın yetkileri sembolik; siyaseten esas güçlü figür başbakan.



Yeni dönemde Malezya’nın Türkiye açısından ilginç bir özelliği de hükümetin dış politika açılımlarının mimarı konumundaki Dışişleri Bakanı Ahmet Davutoğlu’nun Malezya’da uzun yıllar kalmış olması. Davutoğlu, 2009 Kasım’ında Malezya’nın başkenti Kuala Lumpur’da düzenlenen Gelişen 8 Ülke (D-8) Dışişleri Bakanları Konseyi’ne katılmış ve Bakan Datuk Anifah Hj. Aman’ı ziyaretinde, “5 yıl bu ülkede kaldım, kendimi Malezyalı gibi hissediyorum.” demişti. Malay diline de hâkim olan Davutoğlu faktörüne rağmen iki ülke ilişkileri istenen düzeyde bir türlü gelişemiyor. Malezya ile Türkiye arasındaki siyasi ve ekonomik ilişkiler Osmanlı döneminin bile çok gerisinde. Malezya’nın dış ticaretinde Türkiye’nin payı binde 37 seviyesinde. Bu ülke ile aramızda topu topu 10 tane ikili anlaşma bulunuyor ve çoğunluğu da işbirliği anlaşması.



Türkiye-Malezya ilişkileri için “Dosya bu hafta yeniden açılıyor.” demek hiç de yanlış olmaz. Malezya Başbakanı Dato’ Sri Necib bin Tun Abdül Razak’ın salı ve çarşamba günlerini kapsayan Türkiye ziyaretinin uzun yıllardır rölantide bulunan iki ülke ilişkilerine yeniden ivme kazandırması bekleniyor.



Ziyaretinden önce Aksiyon’a konuşan Başbakan Razak’a göre iki ülke ilişkileri her zaman sıcak olmuş ancak yeteri kadar derinleşememiş. Ekonomik ve siyasi anlamda ilişkileri derinleştirmenin yolu ise liderlerden geçiyor. Liderlerin kuracağı pozitif ilişkilerin halkları ve iş dünyasını da olumlu etkileyeceği tespitini yapan Razak, Malezya’nın da aynen Türkiye gibi hızla gelişen modern bir Müslüman ülke olduğunu hatırlatıyor. Başbakan Razak, “Türkiye ve Malezya daha yakın işbirlikleri oluşturabilirse, gerek İslam dünyası içinde gerekse global anlamda yaşanan problemlerin çözümünde liderlik misyonu üstlenebilirler. İki ülke de bu potansiyele sahip.” yorumunu yapıyor.



İki ülke ilişkilerinin yetersizliği konusunda, Türkiye’nin Kuala Lumpur Büyükelçisi Serap Ataay da, Başbakan ile aynı kanaatte. Halklar arasındaki sempatinin siyasi ve ticari ilişkilere yansıtılamadığı tespitini yapan Ataay, “İki ülke arasında üst düzey ziyaretler epeydir olmamış. Bakan düzeyinde bile gelinip gidilmiyor. Bu ziyaretler başlar ve siyasi irade ortaya konursa ilişkiler ivme kazanabilir. Başbakan Razak’ın ziyareti bu açıdan çok önemli.” diyor. Büyükelçi Ataay’a göre özellikle ekonomik ilişkilere ivme kazandırabilecek ikinci önemli gelişme, yakında imzalanması planlanan Serbest Ticaret Anlaşması. Anlaşmanın müzakereleri hâlen devam ediyor. Sürecin, bu yılın sonuna kadar netleşmesi bekleniyor.



MUHAFAZAKÂR DEMOKRAT HAREKETLER

Malezya ve Türkiye’yi bugünlerde birbirine benzer kılan temel etken, iki ülkede de iktidarda liberal ekonomik politikaları ve piyasa ekonomisini benimsemiş ve ülkelerini bölgelerinde lider rollere konumlayan muhafazakâr kökenli demokrat iktidarların iş başında olması. Necib Razak, ülkenin efsanevi lideri Mahathir Muhammed’in partisi UMNO’nun yeni dönemdeki lideri. UMNO yani Malezya Birleşik Ulusal Partisi, muhafazakâr kökenden gelen ancak ülkeyi dışa açan modern bir hareket. Bu yönüyle hikâyesi AK Parti’ninkiyle benzeşiyor.



Bunun yanında, ‘Türkiye Malezya olur mu?’ diye soran ve âdeta bunu temenni edenleri hayal kırıklığına uğratacak kadar farklı özellikleri bulunan bir ülke Malezya. Ülkedeki hâkim etnik unsur Malaylar olmakla birlikte, Çin ve Hintlilerin oranı çok yüksek. Bu üç etnik grubun tabi olduğu ayrı hukuk sistemleri var. Ülke 13 eyaletten oluşan bir federasyon. Eyalet sistemi olduğu için, her eyalet kendi içinde farklı uygulamalara sahip. Bazen bunların sadece birinde yaşanan bir uygulama, rahatlıkla genelleştirilebiliyor ve Türkiye’deki Malezya haberlerine malzeme olabiliyor.





AK Parti iktidarını Malezya benzetmesi üzerinden eleştirmek isteyenlere bir diğer üzücü haberse, bu ülkedeki yaşam tarzlarının çeşitliliği. Sokaklarda başörtülüler kadar mini etekliler de var. Belirli kurallara rağmen alkol tüketimine engel yok. Eğlence mekânları faaliyetlerine devam ediyor. Başkent Kuala Lumpur’da sokağa yansıyan insan manzaraları, bir Batılı ülkedekinden farklı değil. Ancak bu noktada Türkiye’den önemli bir farkı var Malezya’nın. Burada başörtülülere kamusal alanda çalışma yasağı yok! Başını örten kadınlar da devlet memuru olabiliyor, resmî kurumlarda çalışabiliyor. Büyükelçi Serap Ataay’ın tespitlerine göre de Türkiye ile Malezya’nın siyasi, toplumsal ve hukuki yapıları birbirinden çok farklı. İki ülkenin çok farklı sistemler uyguladığını belirten Ataay, “Türkiye Malezya olur mu sorusunun sağlam bir temeli yok.” diyor.

Başkent Kuala Lumpur, Malezya’nın dışa dönük yüzü aynı zamanda. Gökdelenleri, şehrin sembolü ikiz kuleleri, modern alışveriş merkezleri ve finans sektörü ile Kuala Lumpur, modern ve kalkınmış Malezya’nın sembolü. Elbette ülkedeki kalkınmışlık oranı her yerde aynı değil. Doğudaki şehirler batıdakilere göre daha geri kalmış; ancak doğu tarafları petrol açısından zengin olduğundan, kalkınma potansiyelleri de hayli fazla görünüyor.



Ülkede bugünlerde en fazla duyacağınız kavram; ‘Satu Malezya’. Yani ‘Bir Malezya’. Başbakan’ın özel önem verdiği projenin hedefi; etnik ve dinî anlamda âdeta çok kültürlülük merkezi konumundaki Malezya’nın, bu özelliğini fırsata dönüştürebilmek. Başbakan Razak, toplumun çok parçalı yapısına rağmen, etnik ve dinî unsurların birbirlerinin inançlarına sahip çıkmasını ve böylelikle ülkede bir takım oyunu oynanmasını istiyor. Yaklaşım toplumdan da büyük ilgi ve destek görüyor. Satu Malezya kavramının önemli destekçilerinden biri de Malezya-Türkiye Diyalog Derneği.





Ülkede yaşayan Türkler ile Malayların bir araya gelerek kurdukları derneğin başkanlığını iş adamı Ahmet Kaplan yürütüyor. Kaplan Malezya’da yaşayan Türkler olarak hem iki ülke arasındaki ilişkilerin gelişmesine yardımcı olduklarını hem de Malezya’nın çoğulcu yapısına katkıda bulunduklarını söylüyor. Malezya’nın çok kültürlü yapısı, etnik çeşitliliği, eyalet sistemi ve çok hukuklu yönetim yapısı ile âdeta küçük bir Osmanlı modeli ortaya koyduğu tespitini yapan Ahmet Kaplan’a göre Satu Malezya projesi bu yapıyı daha da sağlamlaştıracak.





Diyalog derneği, Türkiye’nin Malezya’da, Malezya’nın da Türkiye’de daha iyi tanınmasına önemli katkılar sağlıyor. İki ülke arasında kültürel ve akademik geziler düzenlemenin yanı sıra, karşılıklı medya ziyaretleri yapılıyor. İki ülkenin, birbirlerinin medya organlarında haber olması ve karşılıklı bilinirliğin artırılması sağlanıyor. Başkent Kuala Lumpur’da faaliyet gösteren Türk Kültür Merkezi de, dernek tarafından hayata geçirilen bir proje.





KÜRESEL KRİZE RAĞMEN BÜYÜME

Türkiye’nin dış ilişkiler ve dış ticaretinde öncelikler listesine bir türlü alamadığı Malezya, güçlü ekonomik yapısıyla dikkati çekiyor. 2008 yılında küresel krize rağmen yüzde 4,6 büyüyen Malezya, birçok gelişmekte olan ülke ekonomilerinin ciddi daralmalar yaşadığı 2009 yılını da sadece yüzde 1,7 oranında bir küçülmeyle atlatmayı başarmış. Satın alma gücü paritesine göre kişi başına düşen millî gelirin 15 bin doları bulduğu Malezya’da, yüzde 2’lerde seyreden enflasyon ve yüzde 4’ün altındaki işsizlik rakamları da dikkat çekici. Malezya hükümetinin uyguladığı etkin ekonomi politikaları, oluşturulan düşük riskli ve istikrarlı politik ortam, ülke içindeki büyük yatırımlar, küresel kriz döneminde faaliyete geçirilen teşvik paketleri ve son olarak geçen yıl mart ayında açıklanan ve ülkeyi 2020 yılı itibariyle yüksek gelirli ülke seviyesine getirmeyi amaçlayan yeni ekonomik modelin yakın dönemdeki sıçramada önemli etkisi bulunuyor.





Malezya Ulusal Ticaret Odası Başkan Yardımcısı Dato Muhammed Alayuddin’e göre iki ülke ilişkilerinin zayıf kalmasının aslında coğrafi uzaklıkla ilgisi yok. Türkiye’ye kıyasla çok daha uzak olan Amerika ile Malezya’nın işbirliği ve ticaretinin üst seviyede olduğunu vurgulayan Alayuddin, “Sorun şu ki birbirimizi anlayacak seviyede ilişki kurmuyoruz. Daha sık görüşmemiz lazım.” diyor.





Malezya, ekonomideki hızlı gelişmesine paralel olarak helal ürünler ve İslami finanstaki çalışmalarıyla da dikkati çekiyor. Ticari hayat, sanayi üretimi ve finans sektöründe İslami ürünleri markalaştırma çabası var. Muhammed Alayuddin gıda sektöründe helal üretim yapan bir girişimci. Malezya’nın helal gıda meselesinde önemli mesafe aldığı ancak birçok Müslüman ülkenin bu alanda geri kaldığı görüşünde. Helal gıdaların Batılı ülkelerde bile büyük ilgi gördüğünü ifade eden Alayuddin, “Kısa bir süre önce bana İtalya’da bile helal ürün sordular. Ben Türkiye ile Malezya’nın helal üretim konusunda işbirliği yapabileceğine inanıyorum.” diyor.





Muhammed Alayuddin’in altını çizdiği ilişki eksikliğini gidermek için Türk ve Malay iş adamları hummalı bir faaliyet içerisinde. Bu amaçla Malezya-Türkiye Ticaret ve Sanayi Odası’nı (MTCCI) kurmuşlar. Başkanlığını Türk iş adamı Hakan Altay’ın yürüttüğü ticaret odasının başkan yardımcısı ise Malay iş adamı Kamaruddin Nordin. Oda, henüz bir yıllık olmasına rağmen önemli çalışmalara imza atıyor. Hakan Altay, iki ülkedeki iş adamlarını bir araya getirerek iş hacmini artırmayı hedeflediklerini, Başbakan Razak’la birlikte 12 kişilik bir iş adamı heyetinin Türkiye’de olacağını belirtiyor. Heyet Türkiye’de TUSKON üyesi girişimcilerle bir araya gelerek 4,5 milyar dolarlık bir projeyi konuşacak. Mart ayında ise TUSKON 60 kişilik bir iş adamı grubuyla Malezya’ya gelerek işbirliği imkânlarını araştıracak. Grubun ev sahipliğini Ticaret Bakanı Dato Seri Mustafa Muhammed yapacak.



Malezya’nın kısa sürede ekonomide kazandığı başarılarda elbette eğitime verilen önemin de ciddi payı bulunuyor. Ülkedeki toplam 69 üniversitenin 5’i araştırma üniversitesi niteliği taşıyor. Malezya Millî Üniversitesi Rektörü Prof. Dr. Tan Sri Dato Sharifah Hapsah, üniversite olarak 8 ayrı alanda derinlemesine araştırmalar yaptıklarını belirtiyor. Yenilenebilir enerji, biyo-teknoloji, küresel ısınma, iklim değişikliği ve nano-teknoloji üniversitenin ilgi alanları. Bunlar daha çok teknik alanlar ancak sosyal alanda da çok önemli çalışmaları olduğunu vurguluyor, Prof. Dr. Hapsah. O da, Malezya’daki toplumsal yapıyı güçlendirmek ve bu alanda dünyaya iyi bir model sunabilmek için oluşturulan ‘Dünya ılımlılar koalisyonu’ adlı çalışma. Başbakan Razak’ın ‘Satu Malezya’ projesiyle de paralellik gösteren projenin amacı, uçlara ve aşırılara karşı ılımlıları ve tolerans fikrini desteklemek. Üniversite, bu alandaki çalışmalara ciddi destek veriyor ve bütçe ayırıyor.



Malezya, Uzakdoğu’da Müslüman bir ülke olarak gerek kendi bölgesindeki gerekse global anlamdaki iddiasını her geçen gün artırıyor. Etnik ve dinî yapısındaki çeşitliliği sorun olmaktan çıkararak bir avantaja çevirmeyi hedefliyor. Bunun için hem hükümet hem akademik çevreler hem de sivil toplum kuruluşları aynı hedefe dönük çalışmalar yapıyor. Malezya, ekonomide kazandığı başarıyı yakın bir gelecekte sosyal alana da taşıyarak küresel güç oyununda daha fazla söz sahibi olmayı hedefliyor.



Türkiye ve Malezya, İslam dünyasına liderlik yapabilir





Başbakan Necib bin Tun Abdül Razak, Türkiye ziyaretinden önce Aksiyon’u Kuala Lumpur’daki evinde kabul ederek iki ülke ilişkileri hakkında değerlendirmelerde bulundu.



-Malezya’ya geldiğimizden beri karşımıza sürekli ‘Satu Malezya’ diye bir kavram çıkıyor? Nedir bunun anlamı ve bir başbakan olarak bu projeye ne kadar önem veriyorsunuz?





Satu Malezya’nın sözlük anlamı ‘Bir Malezya’. Bir ve beraber olma fikri; bir toplum, bir millet olma, bir misyona sahip olma. Toplumun tamamında sosyal adaletin sağlanması demek. Malay olsun veya olmasın, ülkede yaşayan bütün etnik grupların haklarının korunmasını hedefleyen bir kavram. Hedefimiz daha toleranslı ve farklı olanı kabul eden bir toplumsal zemin inşa etmek. Böylelikle, birlik beraberlik içinde, daha güçlü bir Malezya’ya ulaşabiliriz. Kolektif hareket edersek daha güçlü oluruz. Bir futbol takımı düşünün. Bireysel oyun değil takım oyunu futbolda her zaman kazandırır. Biz de böylesine çoğulcu bir toplumda takım ruhu oluşturmak istiyoruz



- Bize bir Malezya tarifi yapar mısınız?

Malezya Müslümanların etkin olduğu bir ülke. Bununla birlikte gayrimüslim vatandaşlarımızın sayısı da oldukça fazla. Etnik, dinî ve kültürel açıdan baktığımızda Malezya çoğulculuğun yaşandığı bir ülke. Ortadoğu ile Uzakdoğu arasında medeniyetlerin birleştiği bir noktada bulunuyoruz. Coğrafi konumu mühim, ekonomisi gelişen, hızla modernleşen bir ülkeyiz.



- Türkiye-Malezya ilişkileri hakkında neler söylemek istersiniz?

İki ülke arasında her zaman sıcak ilişkiler olmuş ama ben ülkelerimiz arasında daha derin ilişkiler oluşturabileceğimizi görmek isterim. İki ülke arasındaki ilişkiler öncelikle liderler arasında başlamalı. Kurulacak pozitif bir ilişki iş dünyasına da pozitif sinyaller verecektir.



- İlişkiler hangi alanlarda derinleştirilebilir?

Temel konu başlıkları tıp, turizm, tıbbi turizm, teknoloji transferi, araştırma - geliştirme alanları olabilir. Malezya’da üç açıdan önemli fırsatlar var. Birincisi, çok canlı bir ekonomimiz var. Ekonomimizi son yıllarda rekabete daha hazır hâle getirdik. Liberalleşme politikaları uyguladık. Malezya, Türk girişimciler için, hem burada hem de bölge ülkelerinde ticaret ve yatırım yapabilmeleri için önemli bir noktadır. İkincisi, kişi başı millî gelirin arttığı 27 milyonluk Malezya, Türk şirketleri için önemli bir pazardır. Üçüncüsü, bölgesel ve uluslararası arenada iş yapan çok tecrübeli şirketlerimiz var. Malezya Türkiye için dost bir Müslüman ülkedir. Amacımız hem dostlukları geliştirmek hem de işbirliği fırsatlarını değerlendirmek. Özellikle iki ülke arasındaki ticaret ve yatırımı güçlendirmeyi hedefliyoruz. Bugün Müslüman dünyanın karşı karşıya kaldığı önemli zorluklar var. Türkiye ve Malezya, Müslüman ülkelerin karşılaştığı sorunların çözümünde liderlik yapabilecek ülkelerdir. Bunun için daha yakın çalışmalı ve bu mesajı bütün dünyaya vermeliyiz.



‘Türkiye ile Malezya güçlerini birleştirmeli’

Malezya Ticaret ve Sanayi Bakanı Dato Seri Mustafa Muhammed, Türkiye ile ilişkilere en fazla önem veren Malezyalı siyasilerin başında. Malezya’nın ekonomik atılımlarını ve Türkiye ile ilişkileri Aksiyon’a değerlendiren Muhammed, “Türkiye millî gelir açısından İslam dünyasında lider konumda. Çok güçlü bir sanayi ve üretim sektörü var. Ayrıca Asya ve Avrupa arasında stratejik bir konuma sahip.” görüşünde. Böyle bir ülke ile ilişkilerin zayıf olmasının Malezya açısından üzülecek bir durum olduğundan yakınıyor ve Başbakan Razak’ın ziyaretinden sonra işbirliği ve karşılıklı yatırımlar başlatmak istediklerini belirtiyor. Türkiye’nin özellikle tekstil, gıda ve inşaattaki gücü ve birikiminin farkında olduklarını ve bundan faydalanmak istediklerini ifade eden Bakan Muhammed, karşılıklı ticaret kadar iki ülke firmalarının üçüncü ülkelerde ortak yatırımlara girmesi gerektiği düşüncesini taşıyor.



Malezya, 2009 yılında dünyayı kasıp kavuran küresel krizden en hızlı çıkan ülkelerden biri olmuştu. Kriz yılında büyümesi dursa da, 2010 yılını 7,2’lik bir büyüme oranı ile kapatmış. Bakan Muhammed, bu süreçte devletin özel sektöre yönelik açıkladığı 18 milyar dolarlık teşvik paketinin krizden çıkışta önemli bir faktör olduğunun altını çizdi. Malezya bu açıdan Türkiye ekonomisiyle paralellik gösteriyor. Ülkede büyüme potansiyeli çok fazla. Türkiye ile yapılacak ticareti biraz daha somutlaştırmasını istediğimizde ise özellikle bazı sektörlerin altını çiziyor. Malezya’nın Türkiye’den demir, kimyasallar, makine yedek parçası, tekstil, işlenmiş gıda ve savunma sanayii ürünleri ithal ettiğini belirterek, özellikle tekstil, gıda ve savunma sanayiine yönelik ithalatın artmasını beklediklerini söylüyor. Dato Seri Mustafa Muhammed’in Türk yatırımcılara bir de çağrısı var: “Malezya’da gıda, otel işletmeciliği, makine ekipmanları, inşaat ve hizmet sektöründe cazip yatırım imkânları var.”



Ticaret ve Sanayi Bakanı’nın altını çizdiği diğer bir husus ise helal ürünler meselesi. Malezya’nın helal gıda ve diğer helal ürünlerde çok güçlü bir ülke olduğunu ve sertifikalandırma işinde de çok mesafe aldıkları bilgisini vererek, helal kavramının sadece gıdayla sınırlı kalmadığını, bankacılıktan kozmetiğe kadar çok geniş bir çerçevesi olduğunu belirtiyor. Türkiye ile Malezya’nın hem helal üretim hem de bunların Asya ve Avrupa’ya pazarlanmasında ortak çalışabileceğinin altını çizen Bakan Muhammed, bu alanda Türkiye’nin çevresinde büyük bir pazar olduğunu da sözlerine ekliyor.

ANKARA (ANKA) - Türk Standardları Enstitüsü (TSE) Yönetim Kurulu Başkanı Tahir Büyükhelvacıgil, helal gıda standardlarının, Avrupa standardları olarak kabul edilmesi için bir çalışma yaptıklarını ifade ederek, "Bu çalışma sonucunda, İslam ülkelerinin hazırlamış olduğu helal gıda standardlarının Avrupa standardı olarak da kabul edilebileceğine inanıyoruz" dedi.
TSE Genel Merkezinde düzenlenen TSE Olağanüstü Genel Kuruluna Sanayi ve Ticaret Bakanı Nihat Ergün, TOBB Başkanı Rifat Hisarcıklıoğlu ve TSE Yönetim Kurulu Başkanı Tahir Büyükhelvacıgil ile çok sayıda milletvekili katıldı. Türk Standardları Enstitüsü Olağanüstü Genel Kurulu'nun açılış konuşmasını yapan TSE Başkanı Büyükhelvacıgil, TSE'nin bugün kendi alanında Avrupa'nın ilk 5, dünyanın ilk 10 kuruluşundan biri haline geldiğini ifade ederek, faaliyet gelirlerinin giderleri karşılama açısından kıyaslama yapıldığında 2010 yılının TSE'nin son 10 yılının en iyi mali dönemi olduğunu söyledi.
Avrupa standardlarının yüzde 99.7'sini, Dünya standardlarının ise yüzde 42'sini Türk standardı olarak uyumlaştırdıklarını ifade eden Büyükhelvacıgil, şuanda TSE'nin 69 ülke ve 95 kuruluşla işbirliği içerisinde olduğunu söyledi.

TSE'nin öncülüğünde sürdürülen İslam Konferansı Teşkilatı (İKT) Standardizasyon Uzmanlar Grubu'nun toplantı ve çalışmaları sonucunda 3 adet standard taslağı hazırlandığını söyleyen Büyükhelvacıgil, "Helal Gıda Genel Kılavuz, Helal Belgelendirme Yapan Kuruluşlar İçin Kılavuz, Helal Belgelendirme Kuruluşlarını Akredite Eden Akreditasyon Kuruluşu Kılavuzu olarak adlandırılan dökümanların bugün ulusal standard olarak her an deklare edilebilecek durumda olduğunu belirmek isterim" dedi.
Helal gıda standardlarının, Avrupa standardları olarak kabul edilmesi ile ilgili bir çalışma başlattıklarını söyleyen Büyükhelvacıgil, "Bu çalışma sonucunda, İslam ülkelerinin hazırlamış olduğu helal gıda standardlarının Avrupa standardı olarak da kabul edilebileceğine inanıyoruz" dedi.

-TCDD İLE İMZA AŞAMASINA GELİNDİ-

TCDD'nin muayene, gözetim, deney ve belgelendirme hizmetlerinin TSE tarafından verilebilmesi için yapılan çalışmaları kapsayan protokolde imza aşamasına gelindiğini ifade eden Büyükhelvacıgil, "Protokolün imzalanması ile birlikte demiryolları ile ilgili standardizasyon, muayene ve deney, kalibrasyon, eğitim, gözetim, belgelendirme ve Avrupa Birliği uyum çalışmaları konusunda TSE ve TCDD ortak bir çalışma sergileyecek, karşılıklı mevzuat ve teknik bilgi desteği sağlanacak" diye konuştu.(ANKA)

Almanya’da ilk kez Aşağı Saksonya Tarım Bakanlığı nezdinde helal sertifikalı, bio (organik) ve sağlıklı ürünler ile ilgili bilgilendirme toplantısı yapılacak. Dünyanın dört bir yanından çok sayıda tanınmış firmanın katılacağı toplantıya özellikle Türkiye, Fransa ve Malezya’da uzmanlar bekleniyor.

Dünyanın dört bir yanında helal sertifikalı ve organik ürünlere ilgi artarken, helal piyasası dioksinli gıda skandalını atlatmaya çalışan Almanya’nın iştahını kabarttı. Almanya’da ilk kez Aşağı Saksonya’da Tarım Bakanlığı, Hannover Ticaret Odası (IHK Hannover) Aşağı Saksonya Pazarlama Şirketi (Niedersächsischen Marketinggesellschaft) ve Aşağı Saksonya Organik Tarım Merkezi nezdinde helal sertifikalı, organik ve temiz kaşeli ürünler hakkında bilgilendirme toplantısı yapılacak.

3 Şubat tarihinde yapılacak, HALAL CONTROL Rüsselsheim, Halal Industry Development Corporation Malaysia, OK Kosher Certifi cation, Organic Services GmbH, Gesellschaft für Ressourcenschutz GmbH, DT Food e.V., Nordmilch AG, Bernhard Meemken Wurstwaren GmbH & Co. KG, Ölmühle Solling ve Rolker Ökofrucht gibi dünyaca tanınmış şirketlerin de katılacağı toplantıya özellikle Türkiye, Malezya ve Fransa’dan uzmanlar bekleniyor.

Helal sertifikalı ürün piyasasının tüm dünyada hızla geliştiğine dikkat çeken uzmanlar, piyasanın daha da gelişeceğine vurgu yaparak yakın gelecekte talebe cevap vermekte zorlanılabileceğini belirtiyor. İngiltere, Fransa ve Amerika Birleşik Devletlerinden (ABD) sonra Almanya’da helal sertifikalı ürünlere yoğun ilgi olacağına dikkat çeken uzmanlar sadece Almanya’da yaşayan yaklaşık 4 milyon Müslüman’ın helal sertifikalı ürünler için büyük bir müşteri potansiyeli oluşturduğuna işaret ettiler. Helal sertifikalı ürünler gibi organik ve temiz kaşeli ürünlere de talebin her geçen gün arttığını belirten uzmanlar açıklamalarda sadece ABD’de 11 milyon 200 bin kişinin bu ürünleri tükettiğini yer verdiler.

Almanya’da ilk kez Aşağı Saksonya eyaletinde helal sertifikalı, organik ve temiz kaşeli ürünleri ile ilgili bir toplantıya ev sahipliği yapacak olmaktan büyük mutluluk duyduğunu belirten eyalet Tarım Bakanı Gert Lindemann, “Bu eşsiz toplantı için bir çok uzmanın yanı sıra dünyaca tanınmış firmaları kazanmaktan çok memnun oldum.” dedi. Toplantıda ürünler kadar üretim ve ihracat imkanları hakkında da bilgi verileceğine vurgu yapan Lindemann, “Kim bu ürünlerle ihracat şansı yakalamak istiyorsa bu toplantıyı kaçırmamalı. Mutlaka katılmalı.” dedi.

The management of Liège Airport (Belgium) is planning to develop a European hub at the airport, dedicated to processing halal foods. The project is supported by the Walloon Region and the Walloon agency for exports and foreign investments (AWEX), La Libre Belgique reported Saturday.

The move is meant to diversify the activities of the Liège Airport partnership. A mission led by Jean-Claude Marcourt, the Walloon minister of Economy and Foreign Affairs, at the end of February or beginning of March to Asia, will clarify the project.

U.S. companies lose customers by ignoring a rather interesting and overlooked: The American Muslim. There is an approximate figure of six to eight million Muslims in this country who have an annual spending power of between $ 170 and $ 200 billion. It is believed that two-thirds of the Muslim household generates more than $ 50,000 a year.

10-15 yıl önce bazı uzmanlar, “Sokak sütü mikrop saçıyor, ilkelliği bırakın, kutu sütü alın.” çağrısı yapıyordu. Medya organları da sokak sütü sebebiyle rahatsızlanmış çocukları göstererek bu durumu körüklüyordu.

Malum Türk halkının sorgusuz sualsiz yeniliğe açık yapısı bu bombardımana dayanamadı. Sonra herkesin evine ‘kutu süt'ler girmeye başladı. Marka sayısı arttıkça fiyatlar da makulleşti. Kullanımı oldukça pratikti üstelik. Ne evde tencere kirletip dakikalarca kaynatmanız gerekiyordu ne de kısa sürede tüketmeniz. Hâl böyle olunca; bebekler, çocuklar ve yetişkinlerin vazgeçilmezi oldu kutu içindeki UHT sütler.

Pastörizasyon, sütün ya 70–75 °C ısıda 15 saniye ya da yaklaşık 90 °C ısıda 1 saniye bekletilmesi ile elde ediliyor. Kutu sütlerde ise çok daha yüksek ısı UHT yöntemi (Ultra High Temperature) kullanılıyor. Süt 135-150 derece sıcaklıkta 2-4 saniye ısıtılıyor. Klasik evde kaynatma usulünde ise; sıcaklık yavaş yavaş 95-100 dereceye çıkıyor, bir taşım kaynatılıp ocak kapatılıyor. UHT'li süt 4 ay, pastörize 3 gün, evde kaynatılan ise daha az dayanıyor. Bütün bu ısıl işlemler sütteki faydalı bakterileri, onların ürettikleri enzim ve vitaminleri de tahrip ediyor. Ama en büyük kayıp UHT teknolojisi uygulandığında yaşanıyor. Bundan dolayı sokak sütü ya da pastörize şişe sütte yoğurt tutarken kutu sütte tutmuyor. UHT yöntemi suda çözünen vitaminlerin neredeyse yüzde 80'ini ve B12 vitamininin ise tamamını ortadan kaldırıyor. Bağırsaktaki probiyotiklere (yararlı bakterilere) zarar vererek onların bağırsağımızda sentezlediği vitaminlerin üretiminin de azalmasına sebep oluyor.

Süt içindeki minerallere gelince; kalsiyumun da dâhil olduğu birçok mineralin vücut tarafından alınabilme ve kullanılabilme özellikleri de büyük ölçüde yok oluyor. Dolayısıyla, içtiğimiz süt vücudumuza yarar sağlamak yerine zarar verir hâle geliyor. Hatta bazı uzmanların iddia ettiğine göre, içerik açısından oldukça fakirleşen UHT sütlerin tadı ve lezzeti de değişiyor. Bunu telafi etmek, tekrar süt lezzetini kazandırmak için bazı kimyasallar devreye sokuluyor. Gerçi günlük süt ile UHT sütü peş peşe içtiğinizde aralarındaki lezzet farkını hissetmemek mümkün değil. İster istemez bu iddianın haklılık oranını düşünmeye başlıyorsunuz. Sütün vücudumuz için vazgeçilmez bir besin maddesi olduğu aşikâr. Dolayısıyla, alternatif olarak, pastörize edilmiş günlük şişe sütler tercih edilmeli. Eğer temiz, güvenli olduğuna inandığınız üreticiler varsa çiğ süt tüketmek ise en ideali. NASHVILLE, Tenn. — The American Red Cross has been looking at ways it can improve its response to the next disaster and it’s found some surprising answers.

Joel Sullivan, CEO of the Middle Tennessee chapter of the American Red Cross, said changing demographics have led to a demand for food that meets the specific cultural and religious needs.

And Muslim leaders have also asked the charity to look into providing separate spaces for men and women at their shelters.

“In a disaster, there are very limited resources, but we try to plan menus to accommodate as best as we can,” Sullivan said. “We learned during the flood that there are dietary needs out there that there wasn’t a demand for in this area before.”

Rabbi Saul Strosberg of Congregation Sherith Israel in Nashville told The Tennessean the fact that the complaints are so specific is a good thing.

“It’s impressive,” Strosberg said. “They did such a good job that people are complaining about the food. That means they covered all the necessary ground.”

The recommendations came as Red Cross staff began calling community leaders to learn if there were things they could have done better after the major flooding in May that killed 22 people around the state and caused more than $2 billion in damage in Nashville alone.

The Middle Tennessee chapter, which serves 17 counties surrounding Nashville, is now looking for vendors that can supply vegetarian, kosher and halal meals.

Kosher meals are prepared to Jewish standards that include rules for the way an animal is slaughtered. Of the 8,000 Jewish people in greater Nashville, about 500 have strict kosher diets, Rabbi Strosberg said.

Santosh Kortian is the manager of Woodlands Indian Vegetarian Cuisine on West End Avenue. During the flood, the India Association of Nashville called him to provide meat-free meals to shelters.

Kortian said he hopes never to be in an emergency situation so dire that he has to compromise his vegetarianism.

Amir Arain, spokesman for the Islamic Center of Nashville, estimates that there are 25,000 Muslims living in Middle Tennessee.

He said most Muslims will eat anything in a disaster situation, as allowed by their religion. But he appreciates the efforts of the Red Cross to look for vendors that can supply meals made with halal meats, in which the animals are slaughtered in a specific way.

Arain said a bigger concern for Muslims is emergency shelter. Muslim women need an area to stay in where they are separated from the men.

CBS Technology Bhd’s wholly owned subsidiary, CBS International Sdn Bhd (CBSI), has sealed a memorandum of understanding with International Halal Integrity Alliance (IHI) to develop an Internet portal to serve as a reference and registration site for halal producers.

CBSI will also form a new company to provide verification of information provided by halal producers and service providers globally in digital and print domains, CBS said in a statement to Bursa Malaysia yesterday.

A CAMPAIGN led by the BNP to take halal meat off school menus has been defeated.

Seventeen of Stoke-on-Trent's 93 schools serve up the ritually-slaughtered meat in their canteens after at least 10 per cent of parents backed the move.

Councillor Michael Coleman, leader of the far right party, tabled a motion at yesterday's full Stoke-on-Trent City Council meeting to ban the practice in all Potteries schools.

He also called on the authority to write to the Secretary of State calling for a blanket ban on what he called a "barbaric" practice.

Mr Coleman said under halal rules, animals were not stunned with a bolt of electricity before being slaughtered.

The Weston and Meir North representative said he raised the issue after being approached by a group of Tunstall mums angry that their children were being fed halal meat without their knowledge.

He said: "I think to kill an animal in that way is barbaric.

"It is not labelled correctly and the general opinion was that it's a dirty trick to play on mothers and children.

"There are also fast food outlets that sell halal meat and it is not identified.

"I would like to express my disgust that we have got schools in this city, teaching kids to be kind to animals when they are being served meat killed in this way."

He added: "It's not about religion, it's about the way these animals are killed."

But Labour councillor Joy Garner accused Mr Coleman of electioneering.

She said: "There is hardly any difference from the slaughter that goes on in most slaughter houses.

"The vast majority of halal meat is stunned first. The only difference is a prayer is read over the animals.

"We have a duty to look after animals, not just a few minutes before death."

Labour councillor Debra Gratton said: "Seventeen of our schools are provided with halal meat which is clearly labelled.

"Such products are only introduced after consultation with parents.

"Only one school has chosen to offer halal meat exclusively. In others it represents around four per cent of meat distribution. There's always non-halal alternatives."

She said halal meat served in city schools was only taken from animals which had been stunned before killed.

Halal meat has been provided to some city schools since 2000.

Community Voice councillor Mike Barnes said: "The credibility of the BNP simply turning out to support animal rights is about as credible as the Liberal Democrats voting for an increase in tuition fees.

"It's not just about cruelty to animals at the end of its life, what about the two or three years before."

The BNP motion was defeated in a vote of 38 councillors against, to eight in favour.

Although Hong Kong is a culturally diversified community, the number of Halal certified restaurants and dining places are still very limited, with majority of them located in Wanchai, Central and Tsimshatsui area. Resolution on Halal Status of GM Crops and Foods Adopted at Agri-biotech Workshop for Islamic Scholars

The International Workshop for Islamic Scholars: "Agri-biotechnology: Shariah Compliance" jointly organized by the Malaysian Biotechnology Information Centre (MABIC) and International Halal Integrity Alliance (IHIA) was conducted last 1 to 2 December in Penang, Malaysia. The participants adopted a resolution that accepts GM crops and products as halal should all ingredients used to develop them are from halal sources.

With a focus on alleviating existing food problems and poverty, the International Workshop of Islamic Scholars and Experts in Modern Biotechnolgy on "Agri-biotechnology: Shariah Compliance" agreed upon the following resolutions:

1. Islam and science are complementary and Islam supports beneficial scientific innovations for mankind. Modern biotechnology and genetic engineering are important developments that merit promotion in all OIC Members. Regulatory measures should facilitate the acceptance and use of GM products particularly by Muslims. Genetic modification and GM products are Halal as long as the sources from which they originate are Halal. The only Haram cases are limited to products derived from Haram origin retaining their original characteristics that are not substantially changed.

2. Modern biotechnology and genetic engineering are methods of plant improvement and intrinsically are not different from other plant improvement techniques from the shariah point of view.

3. In ensuring food security, our Islamic obligations require us to urge all Muslim countries, governments, international organizations and research institutions, to support research and development and use of modern biotechnology, genetic engineering and their products.

4. Because of their positive impacts on agriculture and the urgency of food security for Muslim Ummah, promotion of modern biotechnology and genetic engineering are considered "Fardhu Kifayah" (collective obligation) and should not be neglected from the shariah point of view.

5. Public awareness and education on modern biotechnology and genetic engineering, demand continuous interaction between the Islamic scholars, scientists, and the general public.

6. Transparent and complete scientific information should be available for the interested stakeholders for informed decision-making.

The workshop was attended by high-ranking ulamas from Saudi Arabia, Afghanistan, Iran, Malaysia and Indonesia, and scientists from Malaysia, USA, Iran and Egypt. The workshop kicked off with ulama presenting the principles of shariah and concept of halal and followed by scientists presenting the facts of GM technology, its impact to human, animal and environmental safety, and socioeconomic benefits. The resolution was adopted after deliberation between scientists and ulama weighing all aspects of benefits and risks, and the need for the technology in OIC countries that form the bulk of major food importers.

GEORGE TOWN: Malaysia is now among the top Islamic destinations of tourists, especially Muslims, because the country offers various services and halal products.

In relation to this, Islamic Tourism Centre (ITC) director-general Zainuddin Abdul Wahab said the centre was focusing on providing information and facilities sought by the Muslim community.

"There is much potential in Islamic tourism in Malaysia due to contributing factors such as its liberal policies, which offer comfort in various aspects, including food, beverages, personal needs and facilities," he told reporters here Monday.

Zainuddin said based on studies, tourists, especially Muslims, chose Malaysia because of the convenience of obtaining halal food, prayer houses, health-based tourism, variety of cultures and heritage and peaceful environment.

The ITC is recognised by the Tourism Ministry and Tourism Malaysia, as well as supported by the Bumiputera Adventure and Travel Companies and the Malaysian Association of Tour and Travel Agents. - Bernama

It has been a year since the first conference on Islamic finance in December 2009. Over the year there have been quite a number of significant events taking place, all of which will influence the development of Islamic finance in Russia. Among these, the major milestones are the establishment of the Russian Association of Experts in Islamic Finance; the first Halal Expo Exhibition; publication of an authorized translation of the Accounting and Auditing Organization for Islamic Financial Institutions’ Standards of Islamic Finance Transactions; and the first Islamic finance deals on the Russian market.

As part of the wider growth process of specialists focusing on Islamic finance, the Association of Experts of Islamic Finance was established in early 2010. At present it has 76 members and 11 candidates from seven Russian regions. To become a member, candidates should demonstrate an adequate level of knowledge and obtain recommendations from two existing members of the association.

The first Halal Expo Exhibition took place in June 2010. This was a three-day event, which gathered more than 60 producers of halal goods and services from 10 countries. Companies demonstrated the advantages of their products to the several thousand visitors that attended. The event was supplemented with a seminar on Islamic finance that attracted the participation of representatives of one of the largest Islamic banks Al-Baraka and of the Malaysian Central Bank.

The first publication in Russian of the authorized Accounting and Auditing Organization for Islamic Financial Institutions, or Aaoifi, standards was one of the year’s important events. Assisted by Pepeliaev Group, the Russia Council of Mufties in association with the RAEIF translated and published such standards as “murabaha” (sale on credit), “sukuk” (securitization) and “takaful” (Islamic insurance).

The presentation of these published standards took place in Moscow in October 2010, with the participation of Aaoifi head Dr. Mohamad Nedal Alchaar.

One of the most important developments was investment by a Malaysian fund in facilities related to production and distribution of halal foodstuffs in Tatarstan.

Despite numerous complaints with respect to the tax and legal obstacles to implementing Islamic finance in Russia, it was possible to find adequate solutions for investment that were compliant with both Russian legislation and sharia principles. Russian lawyers, in cooperation with Malaysian colleagues, provided all the necessary support in respect of services required for this investment.

2010 saw issues of several sukuks in Europe, in particular in the field of aviation, i.e. the leasing of aircraft. Although transactions did not involve Russian companies, there are no major obstacles to conducting similar financing projects in Russia. We expect the first Russian sukuk to be issued in 2011, as the market is recovering and Russia appears to be attracting the interest of foreign investors, also from the Middle East and North Africa.

At present, the Russian legal and tax environment is able to accommodate most of the classical Islamic finance transactions, and there is growing number of experts who know the field, and so executing Islamic finance projects in Russia is rather more a matter of selecting the appropriate investment projects than issues relating to tax and legal support surrounding implementation. For the latter, there are appropriate solutions under existing laws.

NILAI, Jan 4 (Bernama) — The first government-owned halal analysis laboratory will be built in Bandar Enstek, here, next year with the first phase to cost RM27.3 million, said Minister in the Prime Minister’’s Department Datuk Seri Jamil Khir Baharom.

He was confident that Malaysia would be the first country to have such a facility as most labs which analysed halal and non-halal products were owned by the private sector, but the new institute-level lab would be placed under a government agency such as the Malaysia Islamic Develoment Department (Jakim).

“The lab will not only conduct research on food but also other products, and its services will be used by local and foreign clients,” he told reporters after visiting the Malaysia Halal Institute Laboratory site in Bandar Enstek today.

He said Jakim currently had about 23 overseas clients as the department’’s halal certificates were recognised by Muslim communities worldwide.

“Construction of the halal institute on 16 hectares (40 acres) of land will begin in September and is expected to be completed in December 2012. It will start with a lab, guard station and 57 employees.”

Jamil Khir said the lab was timely as the Halal Act would be legislated after the coming parliamentary session.

“After the Act is legislated, only Jakim will issue halal certificates and the private sector will not be allowed to do so anymore,” he added.

The deal was taken in the international meeting on halal standards are followed by 31 institutions such as the Australian Federation of Islamic Councils (AFIC), Halal Transsction of Omaha (U.S.) and Shandong Islamic Association (SIA), China.

During the meeting, he said, to 31 institutions agreed to equate kosher standards for various products such as cosmetics, medicines and food.

This meeting, according Lukmanul, an inter-agency meetings of certification of the entire world that talked about the halal certification standards and procedures submitted by the Research Institute for Food, Drugs and Cosmetics (LPPOM) Assembly of Ulama Indonesia (MUI) and the Halal Feed and Food Inspection Authority Netherland.

Also discusses the halal certification standards on animal slaughter and halal certification standards on processed food.

"We agreed to form a team and later will do the job ratify halal standards," said Lukamnul who is also director of LPPOM MUI.

Efforts to establish an international halal standards had been pioneered since the World Halal Council was formed in 1999 in Jakarta.

He added that the halal standard agreement will also be submitted to the organization of Islamic countries (OIC) and also desirable ratified by the United Nations (UN).

Currently kosher certification agencies have different standards regarding both the organization and system of auditing standards, standards for animal slaughter and processed food.

Different standards are very difficult for the halal certification process involving use of materials or products interstate.

Differences that often occur in the halal certification standards, he added, rather than on the concept of halal and haram but rather on the technical standard of examination and implementation as pemingsanan techniques in the process of slaughter and others.

Samina Pure Make-up, set up from her home in Birmingham, and is alcohol free and contains no animal products.


Her drive to produce the make-up came when she realised that many High Street shops sold makeup which included alcohol and fatty acids and gelatin from pigs, all of which are forbidden under Islamic law.

Samina said, "As a Muslim, I was questioning what I was putting on my skin, I wanted to know whether it was permissible in Islam. Many Muslim women like me have been frustrated by wanting to look good and follow their faith,"
Complying by Islamic law, receiving Hala accreditation in early June, Samina Pure Make-up's range of lipsticks and eyeliners consist of plant extracts, minerals, essential oils and vitamins.

Since then the customer base has reached over 500 and is sold online.
Samina added that there has been interest shown from as far afield as Malaysia, Indonesia and Singapore being shipped there from Australia and independently certified by the Halal Certification Authority Australia.

France: Muslims Use Halal Food to Spread Sharia

This report deserves careful attention because it demonstrates how the imposition of Islamic rule can take many forms. In France, one battle line has formed up over food, which the French people take very seriously. In one example of resistance, Parisians have organized anti-sharia street parties with wine and sausage to show their hostility to the change that Muslim immigration has brought.

Modern American slaughterhouses stun animals immediately before slaughter to minimize their suffering. In contrast, during halal butchering, the creature’s throat is slit while it is still conscious and an Islamic prayer is recited, so the practice is objectionable from an animal cruelty viewpoint, not to mention religious.

In addition, halal’s hidden taxes supply a source of funds for terror activities.

PARIS — Halal food, food prepared according to Islamic sharia law, is becoming an increasing part of the Western diet and has become a multi-billion dollar global industry.

But CBN News has discovered that some of that money is funneled to groups tied to terrorism.

Muslim halal food is creeping into the food chain not only in France, but worldwide, including the United States.

CBN News visited a butcher shop in a Muslim area of Paris. But it was no ordinary butcher shop. Our camera operator was warned to stop taping.

Why would a butcher shop care if it was being photographed? One reason, according to an Islamic expert we consulted, may have been that our camera operator, who is not a Muslim, was unclean and this was a halal butcher shop.

Halal is the Arabic term meaning legal or permissible. For meat to be halal, a Muslim must chant, “In the name of Allah; Allah is the Greatest,” before slitting the throat of a fully conscious animal with a knife, and while facing the direction of Mecca.

The Fight Against Halal

The value of the halal food market in France alone is estimated at $7 billion, and has doubled in five years. France’s second largest fast food chain, Quick, now serves halal-only menus in 22 of its restaurants, targeting France’s large Muslim population.

But Quick’s halal burger stands in France are almost completely owned by the French government, which means the government, whose constitution mandates strict secularism, is in the religious food business.

Leading the fight against Quick’s sale of halal food is Charles Aslangul, a 21-year old city councilman, college student, and president of the Republican Order.

“We respect all religions, but I want to maintain the wall between the French state and the religious, and between a state-owned company and a religious food product. This should not happen with public money,” he told CBN News.

When Aslangul began his campaign, he said the media treated him like a fascist. He was eventually charged with hate speech. A court found him innocent, and now the young French politician is suing Quick for false accusation.

“Islam is trying to impose itself in the public area. I am not stigmatizing Islam. I am simply describing the situation when Islam’s radical wing tries to impose itself over our republican laws,” he explained.

A Shill for Sharia, Terrorism?

So what’s the big deal about halal food? To some Frenchmen who are seeing the growing Islamization of their country, it’s a very big deal.

“Islam is introducing sharia into our society and that’s not clear for people,” Alain Wagner, a French activist with the Alliance Against Sharia, said. “When you see halal food in shops you think, ‘Oh, it’s just a kind of food.’ No. it’s sharia.”

According to some experts, a portion of the proceeds from halal food sales in France go to groups tied to terrorism.

When a French consumer buys Halal food, part of the price paid goes as a fee to Halal Islamic experts. Some of those experts are certified by the UOIF, the Union of the Islamic Organizations in France, which the Simon Wiesenthal Center reports has strong ties to the Muslim Brotherhood, a transnational political organization that supports terrorism.

When French journalist and author Alexandre del Valle began investigating how the Muslims Brotherhood was attempting a mafia-style takeover of France’s Halal food industry, his life was threatened.

“Nearly 60 percent of halal food is controlled by organizations belonging to the Muslim brotherhood,” he explained.

Halal food is also spreading throughout Britain. A London Daily Mail investigation found that Britain’s major supermarket chains, fast-food restaurants, even some hospitals and schools were serving halal food without telling those who were eating it.

Some British parliament members were outraged to learn they were secretly served halal meat.

In Canada, Campbell’s now sells a line of halal-certified products. And In the United States, McDonald’s, Walmart, and Whole Foods also offer halal choices.

Strategically Divisive Food

In North America, one of the halal certification organizations is the Islamic Society of North America. ISNA was an un-indicted co-conspirator in the Holy Land Foundation terror trial because of its ties to the terror group Hamas, which is an offshoot of the Muslim Brotherhood.

One of the objections to halal food is that it contains a tax that non-Muslims pay when they buy it.

Journalist Del Valle said Halal food has been a brilliant political and business strategy for the Muslim Brotherhood.

“The food was two victories in one. We split people. We divide two societies inside a society. And we make money,” he said.

Some say halal food is no different than Kosher, but Wagner disagrees.

“No, it’s not like kosher food. Kosher-eating people are not preaching for the destruction of democracy. Halal is sharia. And we need to ban any sharia-related thing in our society,” he said.

With Koranic scriptures adorning its walls, Russia's first Muslim clinic opened in Moscow this week, hailed by religious leaders as a sign of greater respect for Islam.

After cutting the red ribbon at the entrance of the gleaming modern facility in Moscow's industrial southeast, Grand Mufti Sheikh Ravil Gainutdin described the opening of the Muslim clinic as a "historic event".


"The international community can now see that in multinational and multi-faith Russia every citizen has the right to health services," Gainutdin said at an official ceremony on Thursday.

Run by some 50 doctors and nurses, the Muslim clinic occupies one floor of the Price Quality (Tsena Kachetsvo) private health care centre in southeast Moscow and offers a prayer hall, an ablution room and snack bar of halal foods.

Dressed in white headscarves and loose-fitting tunics and trousers, nurses and female doctors carry out examinations of women in the presence of husbands or other women. Men are treated by male staff in a separate section.

"What's important here is the atmosphere," said Syrian doctor Kadir Makhmud. "As you can see the women dress modestly, there is a place to pray, this is all important for Muslims."

"I would say that this was very much needed for the Muslim community," said Makhmud, who has worked in several foreign-run clinics in Moscow since he moved to Russia from Syria two years ago.

While it seeks to cater to Moscow's million-plus Muslims, the clinic more specifically targets the diplomatic community from the Middle East and Gulf countries who have been returning home for medical care.

SEBERANG JAYA, Jan 15 (Bernama) -- The Ministry of International Trade and Industry has identified the halal services sector as becoming one that can provide lucrative returns due to strong demand.

Its Deputy Minister Datuk Mukhriz Tun Mahathir said the ministry had undertaken a study recently to understand where the demand was for halal products and services of late.

"We found that among others,it was because, the number of middle east tourists to Malaysia, was rising from year to year.

"Therefore, we felt there may be a demand for services such as hotels that were totally halal or halal transport for halal products," he told reporters after officiating the new plant producing halal cornhuck capsules belonging to Nasmir Holding Sdn Bhd on Saturday.

He said the halal services sector had become a new field that is being explored at the moment.

"I am made to understand that there are a number of companies keen on going into areas that can ensure good returns in future," he added.

Mukhriz said people now want to know how halal food is prepared and transported from one place to another and if it was truly halal.

"If there are other non-halal items stacked in the van or lorry transporting the halal products, then there is a possibility of it being contaminated," he added.

Meanwhile,Nasmir Holdings chairman Kadhar Shah Abdul Razak said his company had invested RM15 million to open the plant managed by a subsidiary, Nasmir Hard Gelatin Capsules Sdn Bhd on the two-hectare site in Seberang Jaya.

"We distribute the empty capsules whose raw material is gelatin from the bones of cows slaughtered according to Hukum Syarak and guaranteed to be halal as well as certified by the Department of Islamic Development Malaysia (JAKIM)," he added.

He explained that the plant which began operations in January last year had about 120 workers with the capacity to produce more than 10 million capsules daily.

"The capsule products have a high demand not only locally but are also exported to a number of Asian countries such as Indonesia and Bangladesh as well as to Africa.

"It has also penetrated the markets of a number of countries in the middle east," he said.

He said by 2013, the company plans to buy nine more machines worth about RM22.5 million to fullfill demand.

"With 12 machines, the plant can produce more than 40 million capsules daily and we have targeted an annual turnover of about RM50 million," he highlighted.

According to Kadhar Shah, the company now has an Indonesian subsidiary,PT Nasmir Capsules, to market its products and will open a plant in that country if demand increases.

The European Union, bowing to pressure from Muslim lobby groups, has quietly abandoned a new measure that would have required halal [religiously approved for Muslims] meat products to carry a label alerting consumers that the animals were not stunned, and therefore conscious, just before slaughter. With the exponential growth of Europe's Muslim population in recent years, thousands of tons of religiously slaughtered halal meat is now entering the general food chain, where it is being unwittingly consumed by the non-Muslim population.

Muslims have the right to choose halal foods, but non-Muslims do not have the right to choose not to eat the ritually slaughtered meat.

Halal, which in Arabic means lawful or legal, is a term designating any object or action that is permissible according to Islamic Sharia Law. In the context of food, halal meat is derived from animals slaughtered by hand according to methods stipulated in Islamic religious texts. One such method, called dhabihah, consists of making a swift, deep incision with a sharp knife on the neck that cuts the jugular vein, leaving the animal to bleed to death without stunning. Of vital importance, according to the Koran, is that the animal's blood flows from its body by "natural convulsion."

Many non-Muslim veterinary experts say the method is cruel and should be outlawed. In Britain, for example, the Farm Animal Welfare Council (FAWC), an advisory body to the British Government, says in a report that cutting an animal's throat without stunning induces "significant pain and distress." The FAWC also says: "Slaughter without pre-stunning is unacceptable and the Government should repeal the current exemption."

The British Veterinary Association (BVA) says: "The BVA believes that all animals should be effectively stunned before slaughter to improve the welfare of these animals at slaughter. However, as long as slaughter without stunning is permitted, the BVA has argued for any meat from this source to be clearly labelled to enable all consumers to fully understand the choice they are making."

Animal-welfare legislation in Europe requires that abattoirs stun all animals prior to slaughter unless they are being ritually killed according to the practices of a non-Christian religion. But critics say the religious slaughter exemptions are being abused and millions of cows, goats, turkeys and chickens are being slaughtered according to halal standards and then sold to unwitting, non-Muslim customers, providing producers with a large and profitable market.

In Britain alone, it is estimated that more than 150 million halal animals are killed each year. Critics say this number is far more than is needed by the Muslim community, and that the growing success of halal products in Europe is being driven by the fact that the non-Muslim public is unaware of the halal origins of the meat. They say the ability to sell halal meat products by stealth has opened up vast new markets across Europe, which, by extension, is leading to a huge increase in the number of animals slaughtered using halal methods. The European halal food market is currently valued at €50 billion ($67 billion), and is expected to grow by at least 25% by 2020.

Critics of halal say that by dropping the halal labelling requirement, the EU effectively is institutionalizing a discriminatory two-tier approach to identifying the origins of meats. This controversy, as with so many others, highlights the growing assertiveness of Europe's Muslim community, and demonstrates once again how the rise of Islam is stealthily overwhelming the daily lives of hundreds of millions of non-Muslim Europeans.

Amendment 205 to the EU food information regulations, passed by members of the European Parliament in June 2010 by a vote of 559 to 54, would have required all meat or meat products from animals slaughtered without stunning to be labelled as follows: "Derived from animals that have not been stunned prior to slaughter." Although halal meat is well labelled in specialist butcher shops and food outlets, the EU regulation would have alerted non-Muslim consumers to supplies entering the mainstream food system.

Not surprisingly, the move to require halal meat producers to provide consumers with more information on the packaging of their products has enraged Muslims, who claim that the move has little to do with animal welfare, and reflects a bias against Islam. In any event, halal slaughter is permitted in all but four European countries (Iceland, Norway, Sweden and Switzerland) and halal-related controversies are becoming increasingly commonplace.

In Britain, for example, a London Daily Mail investigation has found that the country's major supermarket chains, fast-food restaurants, even some hospitals and schools are serving halal food without telling those who are eating it. Cheltenham College, which boasts of its strong Christian ethos, is one of several top British schools serving halal chicken to pupils without informing them. Even Britain's biggest hotel and restaurant group Whitbread, which owns the Beefeater and Brewers Fayre chains, admits that more than three-quarters of its poultry is halal.

In London, the Harrow Council has provoked a storm of protest after announcing plans to offer Islamic halal-only menus in the borough's 52 state primary schools. Parents are outraged that meat prepared according to Sharia law is being pushed on non-Muslim children. In Derby, the Dale Primary School has only halal meat on the school menu for certain days of the week to avoid cross contamination with non-halal meat. In Blackburn, the Daisyfield Primary School has become the first non-Muslim school to become certified by the Halal Monitoring Committee.

In Birmingham, the Domino's pizza chain has opened a halal-only outlet that does not offer its customers ham or bacon. Critics say the new policy discriminates against non-Muslims. Domino's says it has "thought long and hard" about not offering pork products at the store, which serves an area with a large Muslim population. The company says there are "alternatives, such as turkey ham." Meanwhile, most of the in-flight meals on British Airways could soon be halal.

Also in Britain, the 2nd World Halal Forum Europe 2010 recently was held in London. The theme of the World Halal Forum Europe was: "Halal Products & Services -- Going Mainstream."

In Spain, Muslims have rejected efforts by the Spanish rail company RENFE to offer halal menus on its high-speed trains. The Muslim Council of Spain says it is not enough for RENFE to simply remove alcohol and pork from its menu. The company must also take into consideration how the animals are slaughtered, what type of oil is used in cooking, as well as comply with a list of other demands.

In Spain as a whole, the Muslim population has undergone an almost twenty-fold increase in just two decades and the internal market for halal products is now estimated to exceed 2 million consumers, in addition to the estimated 7 million Muslims who pass through Spain each year as they cross the Strait of Gibraltar to and from North Africa.

In Belgium, the Justice Ministry recently launched a pilot project to train prison guards, as well as doctors and nurses, about practical problems related to halal. Muslim inmates in Belgian prisons often refuse medication because it contains animal fat, and Muslim patients in Belgian hospitals sometimes refuse medical care during Ramadan. As part of its halal training efforts, the Justice Ministry commissioned a practical guide titled "Comprendre le halal" (Understanding halal).

Also in Belgium, the parents of children attending the De Kleine Kunstenaar kindergarten in the town of Houthalen recently signed a petition objecting to their children being forced to eat halal meat on a school trip. "Due to their religious beliefs, Muslims can only consume halal meat, but that does not mean our children must eat it," the petition says. The parents are asking for an alternative burger for their children, but the school says that request is "practically impossible."

In Denmark, an investigation found that thousands of tons of beef in Danish supermarkets are halal slaughtered. In Finland, a separate investigation found that McDonald's secretly served its Finnish customers chicken meat that was slaughtered according to Sharia Law.

In France, the Franco-Belgian fast-food chain, Quick, has removed bacon burgers from its menu and replaced them with a version using halal beef and a slice of smoked turkey. René Vandierendonck, the socialist mayor of the northern French city of Roubaix, says the move amounts to discrimination against non-Muslim customers. He has filed charges with justice authorities against Quick for what he says is prejudicial religious catering. He has also lodged a complaint with France's main anti-discrimination authority on the matter. Marine Le Pen, vice president of the National Front Party, says Quick's halal option is "an Islamic tax" on diners. Xavier Bertrand, secretary general of the ruling conservative Union for a Popular Majority (UMP) says Quick's menu change is undermining France's secular, integrationist social model.

Elsewhere in France, where the halal food sector has doubled in five years and is now valued at €5.5 billion ($7 billion), animal rights activist Brigitte Bardot says that 80% of French slaughterhouses are now halal because the method is cheaper and faster, and thus more profitable.

In Italy, the government in July 2010 signed an agreement with the Italian Islamic Community to establish a halal certifying organization. The Halal Italia certification scheme will guarantee compliance with Islamic laws for Italian food products such as tortellini and lasagne. The Italian market for halal is valued at €5 billion ($6.5 billion). Foreign Minister Franco Frattini says the Islamically-correct "Made in Italy" certification is designed to facilitate "the progressive integration of Muslim communities resident in Italy into the social fabric."

In Sweden, which has banned the religious slaughtering of animals since 1937, the Muslim Association of Sweden (SMF) is demanding that halal slaughter practices be legalized. SMF chairperson Mahmoud Aldebe says the Swedish government should respect the democratic rights of Sweden's Muslims to exercise their "religious freedoms" and help find a way to permit the practice.

In Holland, an elementary Catholic school in Weert decided to serve only halal food for its Christmas meal. The school has about 400 students, only ten of whom are Muslim. Margo Janssen, the school principal, says that serving only halal food for Christmas is a Christian thing to do because it puts others -- Muslims -- first.

Also in Holland, several Dutch prisons are now serving only halal food. The Dutch Justice Department says it is too expensive to offer prisoners both halal and non-halal menus, so it has decided to offer only halal food. The prison in the Dutch town of Sittard is now being sued by a prisoner; he says that by being forced to eat halal food, he is receiving extra punishment.

HDC Targets RM2 Billion Investments For Halal Parks

KUALA LUMPUR, Jan 13 (Bernama) -- The Halal Industry Development Corporation (HDC) is targeting RM2 billion worth of new investments into its eight halal parks this year from local and international investors.

Managing Director and Chief executive Officer Datuk Seri Jamil Bidin said the halal parks are already in operation at various locations throughout the country and had attracted a total of RM4.8 billion in investment so far.

"Halal is the major advantage here.The system and infrastructure that we are offering is very attractive to foreign investors.

"Among countries keen to invest in the parks are Japan, Pakistan and Australia," he told reporters at the media appreciation luncheon here Thursday.

On the corporatisation of the HDC, he said, it was hoped the HDC Statutory Act bill could be tabled in Parliament this year.

The draft, he added, is now being prepared by the HDC team before being sent to the Attorney General's Chambers and later to the Cabinet for approval.

"We hope with this privatisation, the HDC can be recognised as the focal point for the halal industry. It will also enable the HDC to be properly empowered to implement all its initiatives.

"This also means that any issue related to budget allocation by the government, specifically for developmental projects," can be properly channeled to the HDC," he explained.

Commenting on the Halal Champions Programme, he said the company has allocated an estimated RM1 million for four companies, with each getting RM250,000.

"The HDC's masterplan is designed to create the most conducive environment for the industry to grow. It details several programmes to be carried out during the year, in support of the Ministry of International Trade and Industry's Key Results Area," said Jamil.

Meanwhile, speaking on the World Halal Research Summit 2011 to be held here from April 6-7, Jamil said it would emphasise the commercialisation of the halal ecosystem for the benefit of the industry players.

The two-day summit at the Kuala Lumpur Convention Centre will be officiated by Prime Minister Datuk Seri Najib Tun Razak.
