CBS Technology Bhd’s wholly owned subsidiary, CBS International Sdn Bhd (CBSI), has sealed a memorandum of understanding with International Halal Integrity Alliance (IHI) to develop an Internet portal to serve as a reference and registration site for halal producers.
CBSI will also form a new company to provide verification of information provided by halal producers and service providers globally in digital and print domains, CBS said in a statement to Bursa Malaysia yesterday.

A CAMPAIGN led by the BNP to take halal meat off school menus has been defeated.
Seventeen of Stoke-on-Trent's 93 schools serve up the ritually-slaughtered meat in their canteens after at least 10 per cent of parents backed the move.
Councillor Michael Coleman, leader of the far right party, tabled a motion at yesterday's full Stoke-on-Trent City Council meeting to ban the practice in all Potteries schools.
He also called on the authority to write to the Secretary of State calling for a blanket ban on what he called a "barbaric" practice.
Mr Coleman said under halal rules, animals were not stunned with a bolt of electricity before being slaughtered.
The Weston and Meir North representative said he raised the issue after being approached by a group of Tunstall mums angry that their children were being fed halal meat without their knowledge.
He said: "I think to kill an animal in that way is barbaric.
"It is not labelled correctly and the general opinion was that it's a dirty trick to play on mothers and children.
"There are also fast food outlets that sell halal meat and it is not identified.
"I would like to express my disgust that we have got schools in this city, teaching kids to be kind to animals when they are being served meat killed in this way."
He added: "It's not about religion, it's about the way these animals are killed."
But Labour councillor Joy Garner accused Mr Coleman of electioneering.
She said: "There is hardly any difference from the slaughter that goes on in most slaughter houses.
"The vast majority of halal meat is stunned first. The only difference is a prayer is read over the animals.
"We have a duty to look after animals, not just a few minutes before death."
Labour councillor Debra Gratton said: "Seventeen of our schools are provided with halal meat which is clearly labelled.
"Such products are only introduced after consultation with parents.
"Only one school has chosen to offer halal meat exclusively. In others it represents around four per cent of meat distribution. There's always non-halal alternatives."
She said halal meat served in city schools was only taken from animals which had been stunned before killed.
Halal meat has been provided to some city schools since 2000.
Community Voice councillor Mike Barnes said: "The credibility of the BNP simply turning out to support animal rights is about as credible as the Liberal Democrats voting for an increase in tuition fees.
"It's not just about cruelty to animals at the end of its life, what about the two or three years before."
The BNP motion was defeated in a vote of 38 councillors against, to eight in favour.

First Hotel in Hong Kong to Receive Halal Food Certification(Ahlul Bayt News Agency) - Finding the right place to eat has always been one of the major challenges for Islamic travelers. Although Hong Kong is a culturally diversified community, the number of Halal certified restaurants and dining places are still very limited, with majority of them located in Wanchai, Central and Tsimshatsui area. Seeing the huge business potential, SkyCity Marriott, a standout among Hong Kong Airport hotels, has taken the lead and become the first hotel to have successfully obtained the certification.
Under Muslim religious practice, a set of Islamic dietary laws regulate the preparation of food and premises which are certified to serve Halal food, items that are fit for Muslims to consume, must be free from prohibited foodstuffs.
“I am pleased to see SkyCity Marriott as the first Halal food certified hotel in Hong Kong,” says Saeed H. Aljunaibi, Consul-General of the United Arab Emirates, while Mufti Muhammad Arshad added, “a few hotels in Hong Kong did attempt to apply (for the certificate) in the past but none of them was successful as they failed to comply with certain processes. The inspection is not easy, as we, being the certification body, have to ensure repeatedly that all stringent standards and procedures, from the source and storage of ingredients, way of cooking as well as how it is being served, are adhered to the strict rules. I am glad now that local Muslim community and travellers can enjoy Halal food in a 5-star environment in Hong Kong.”
SkyCity Marriott is eager to apply for Halal food certification because there is a strong need from their hotel guests. “With crew members of Malaysian, Emirates and Qatar Airlines staying with us, we already see an internal demand,” says Nicholas Tse, General Manager of the hotel at Hong Kong Airport. “Besides we hope to change the general public’s perception of an airport hotel — we cater to every need, even special dietary requirements, despite our location.” Tse continues, “with the official certification, we become more competitive, in particular in the M.I.C.E. sector, to tab business from markets where there are large Muslim population, including the Middle East, Indonesia, Malaysia and even China.”

Resolution on Halal Status of GM Crops and Foods Adopted at Agri-biotech Workshop for Islamic Scholars
The International Workshop for Islamic Scholars: "Agri-biotechnology: Shariah Compliance" jointly organized by the Malaysian Biotechnology Information Centre (MABIC) and International Halal Integrity Alliance (IHIA) was conducted last 1 to 2 December in Penang, Malaysia. The participants adopted a resolution that accepts GM crops and products as halal should all ingredients used to develop them are from halal sources.
With a focus on alleviating existing food problems and poverty, the International Workshop of Islamic Scholars and Experts in Modern Biotechnolgy on "Agri-biotechnology: Shariah Compliance" agreed upon the following resolutions:
1. Islam and science are complementary and Islam supports beneficial scientific innovations for mankind. Modern biotechnology and genetic engineering are important developments that merit promotion in all OIC Members. Regulatory measures should facilitate the acceptance and use of GM products particularly by Muslims. Genetic modification and GM products are Halal as long as the sources from which they originate are Halal. The only Haram cases are limited to products derived from Haram origin retaining their original characteristics that are not substantially changed.
2. Modern biotechnology and genetic engineering are methods of plant improvement and intrinsically are not different from other plant improvement techniques from the shariah point of view.
3. In ensuring food security, our Islamic obligations require us to urge all Muslim countries, governments, international organizations and research institutions, to support research and development and use of modern biotechnology, genetic engineering and their products.
4. Because of their positive impacts on agriculture and the urgency of food security for Muslim Ummah, promotion of modern biotechnology and genetic engineering are considered "Fardhu Kifayah" (collective obligation) and should not be neglected from the shariah point of view.
5. Public awareness and education on modern biotechnology and genetic engineering, demand continuous interaction between the Islamic scholars, scientists, and the general public.
6. Transparent and complete scientific information should be available for the interested stakeholders for informed decision-making.
The workshop was attended by high-ranking ulamas from Saudi Arabia, Afghanistan, Iran, Malaysia and Indonesia, and scientists from Malaysia, USA, Iran and Egypt. The workshop kicked off with ulama presenting the principles of shariah and concept of halal and followed by scientists presenting the facts of GM technology, its impact to human, animal and environmental safety, and socioeconomic benefits. The resolution was adopted after deliberation between scientists and ulama weighing all aspects of benefits and risks, and the need for the technology in OIC countries that form the bulk of major food importers.

Malaysia among top Islamic tourist destinations
GEORGE TOWN: Malaysia is now among the top Islamic destinations of tourists, especially Muslims, because the country offers various services and halal products.
In relation to this, Islamic Tourism Centre (ITC) director-general Zainuddin Abdul Wahab said the centre was focusing on providing information and facilities sought by the Muslim community.
"There is much potential in Islamic tourism in Malaysia due to contributing factors such as its liberal policies, which offer comfort in various aspects, including food, beverages, personal needs and facilities," he told reporters here Monday.
Zainuddin said based on studies, tourists, especially Muslims, chose Malaysia because of the convenience of obtaining halal food, prayer houses, health-based tourism, variety of cultures and heritage and peaceful environment.
The ITC is recognised by the Tourism Ministry and Tourism Malaysia, as well as supported by the Bumiputera Adventure and Travel Companies and the Malaysian Association of Tour and Travel Agents. - Bernama

It has been a year since the first conference on Islamic finance in December 2009. Over the year there have been quite a number of significant events taking place, all of which will influence the development of Islamic finance in Russia. Among these, the major milestones are the establishment of the Russian Association of Experts in Islamic Finance; the first Halal Expo Exhibition; publication of an authorized translation of the Accounting and Auditing Organization for Islamic Financial Institutions’ Standards of Islamic Finance Transactions; and the first Islamic finance deals on the Russian market.
As part of the wider growth process of specialists focusing on Islamic finance, the Association of Experts of Islamic Finance was established in early 2010. At present it has 76 members and 11 candidates from seven Russian regions. To become a member, candidates should demonstrate an adequate level of knowledge and obtain recommendations from two existing members of the association.
The first Halal Expo Exhibition took place in June 2010. This was a three-day event, which gathered more than 60 producers of halal goods and services from 10 countries. Companies demonstrated the advantages of their products to the several thousand visitors that attended. The event was supplemented with a seminar on Islamic finance that attracted the participation of representatives of one of the largest Islamic banks Al-Baraka and of the Malaysian Central Bank.
The first publication in Russian of the authorized Accounting and Auditing Organization for Islamic Financial Institutions, or Aaoifi, standards was one of the year’s important events. Assisted by Pepeliaev Group, the Russia Council of Mufties in association with the RAEIF translated and published such standards as “murabaha” (sale on credit), “sukuk” (securitization) and “takaful” (Islamic insurance).
The presentation of these published standards took place in Moscow in October 2010, with the participation of Aaoifi head Dr. Mohamad Nedal Alchaar.
One of the most important developments was investment by a Malaysian fund in facilities related to production and distribution of halal foodstuffs in Tatarstan.
Despite numerous complaints with respect to the tax and legal obstacles to implementing Islamic finance in Russia, it was possible to find adequate solutions for investment that were compliant with both Russian legislation and sharia principles. Russian lawyers, in cooperation with Malaysian colleagues, provided all the necessary support in respect of services required for this investment.
2010 saw issues of several sukuks in Europe, in particular in the field of aviation, i.e. the leasing of aircraft. Although transactions did not involve Russian companies, there are no major obstacles to conducting similar financing projects in Russia. We expect the first Russian sukuk to be issued in 2011, as the market is recovering and Russia appears to be attracting the interest of foreign investors, also from the Middle East and North Africa.
At present, the Russian legal and tax environment is able to accommodate most of the classical Islamic finance transactions, and there is growing number of experts who know the field, and so executing Islamic finance projects in Russia is rather more a matter of selecting the appropriate investment projects than issues relating to tax and legal support surrounding implementation. For the latter, there are appropriate solutions under existing laws.

2010 saw issues of several sukuks in Europe, in particular in the field of aviation, i.e. the leasing of aircraft. Although transactions did not involve Russian companies, there are no major obstacles to conducting similar financing projects in Russia. We expect the first Russian sukuk to be issued in 2011, as the market is recovering and Russia appears to be attracting the interest of foreign investors, also from the Middle East and North Africa.
At present, the Russian legal and tax environment is able to accommodate most of the classical Islamic finance transactions, and there is growing number of experts who know the field, and so executing Islamic finance projects in Russia is rather more a matter of selecting the appropriate investment projects than issues relating to tax and legal support surrounding implementation. For the latter, there are appropriate solutions under existing laws.

NILAI, Jan 4 (Bernama) — The first government-owned halal analysis laboratory will be built in Bandar Enstek, here, next year with the first phase to cost RM27.3 million, said Minister in the Prime Minister’’s Department Datuk Seri Jamil Khir Baharom.
He was confident that Malaysia would be the first country to have such a facility as most labs which analysed halal and non-halal products were owned by the private sector, but the new institute-level lab would be placed under a government agency such as the Malaysia Islamic Develoment Department (Jakim).
“The lab will not only conduct research on food but also other products, and its services will be used by local and foreign clients,” he told reporters after visiting the Malaysia Halal Institute Laboratory site in Bandar Enstek today.
He said Jakim currently had about 23 overseas clients as the department’’s halal certificates were recognised by Muslim communities worldwide.
“Construction of the halal institute on 16 hectares (40 acres) of land will begin in September and is expected to be completed in December 2012. It will start with a lab, guard station and 57 employees.”
Jamil Khir said the lab was timely as the Halal Act would be legislated after the coming parliamentary session.
“After the Act is legislated, only Jakim will issue halal certificates and the private sector will not be allowed to do so anymore,” he added.

Complying by Islamic law, receiving Hala accreditation in early June, Samina Pure Make-up's range of lipsticks and eyeliners consist of plant extracts, minerals, essential oils and vitamins.
Since then the customer base has reached over 500 and is sold online.

In one example of resistance, Parisians have organized anti-sharia street parties with wine and sausage to show their hostility to the change that Muslim immigration has brought.
Modern American slaughterhouses stun animals immediately before slaughter to minimize their suffering. In contrast, during halal butchering, the creature’s throat is slit while it is still conscious and an Islamic prayer is recited, so the practice is objectionable from an animal cruelty viewpoint, not to mention religious.
In addition, halal’s hidden taxes supply a source of funds for terror activities.

PARIS — Halal food, food prepared according to Islamic sharia law, is becoming an increasing part of the Western diet and has become a multi-billion dollar global industry.
But CBN News has discovered that some of that money is funneled to groups tied to terrorism.
Muslim halal food is creeping into the food chain not only in France, but worldwide, including the United States.
CBN News visited a butcher shop in a Muslim area of Paris. But it was no ordinary butcher shop. Our camera operator was warned to stop taping.
Why would a butcher shop care if it was being photographed? One reason, according to an Islamic expert we consulted, may have been that our camera operator, who is not a Muslim, was unclean and this was a halal butcher shop.
Halal is the Arabic term meaning legal or permissible. For meat to be halal, a Muslim must chant, “In the name of Allah; Allah is the Greatest,” before slitting the throat of a fully conscious animal with a knife, and while facing the direction of Mecca.
The Fight Against Halal
The value of the halal food market in France alone is estimated at $7 billion, and has doubled in five years. France’s second largest fast food chain, Quick, now serves halal-only menus in 22 of its restaurants, targeting France’s large Muslim population.
But Quick’s halal burger stands in France are almost completely owned by the French government, which means the government, whose constitution mandates strict secularism, is in the religious food business.
Leading the fight against Quick’s sale of halal food is Charles Aslangul, a 21-year old city councilman, college student, and president of the Republican Order.
“We respect all religions, but I want to maintain the wall between the French state and the religious, and between a state-owned company and a religious food product. This should not happen with public money,” he told CBN News.
When Aslangul began his campaign, he said the media treated him like a fascist. He was eventually charged with hate speech. A court found him innocent, and now the young French politician is suing Quick for false accusation.
“Islam is trying to impose itself in the public area. I am not stigmatizing Islam. I am simply describing the situation when Islam’s radical wing tries to impose itself over our republican laws,” he explained.
A Shill for Sharia, Terrorism?
So what’s the big deal about halal food? To some Frenchmen who are seeing the growing Islamization of their country, it’s a very big deal.
“Islam is introducing sharia into our society and that’s not clear for people,” Alain Wagner, a French activist with the Alliance Against Sharia, said. “When you see halal food in shops you think, ‘Oh, it’s just a kind of food.’ No. it’s sharia.”
According to some experts, a portion of the proceeds from halal food sales in France go to groups tied to terrorism.
When a French consumer buys Halal food, part of the price paid goes as a fee to Halal Islamic experts. Some of those experts are certified by the UOIF, the Union of the Islamic Organizations in France, which the Simon Wiesenthal Center reports has strong ties to the Muslim Brotherhood, a transnational political organization that supports terrorism.
When French journalist and author Alexandre del Valle began investigating how the Muslims Brotherhood was attempting a mafia-style takeover of France’s Halal food industry, his life was threatened.
“Nearly 60 percent of halal food is controlled by organizations belonging to the Muslim brotherhood,” he explained.
Halal food is also spreading throughout Britain. A London Daily Mail investigation found that Britain’s major supermarket chains, fast-food restaurants, even some hospitals and schools were serving halal food without telling those who were eating it.
Some British parliament members were outraged to learn they were secretly served halal meat.
In Canada, Campbell’s now sells a line of halal-certified products. And In the United States, McDonald’s, Walmart, and Whole Foods also offer halal choices.
Strategically Divisive Food
In North America, one of the halal certification organizations is the Islamic Society of North America. ISNA was an un-indicted co-conspirator in the Holy Land Foundation terror trial because of its ties to the terror group Hamas, which is an offshoot of the Muslim Brotherhood.
One of the objections to halal food is that it contains a tax that non-Muslims pay when they buy it.
Journalist Del Valle said Halal food has been a brilliant political and business strategy for the Muslim Brotherhood.
“The food was two victories in one. We split people. We divide two societies inside a society. And we make money,” he said.
Some say halal food is no different than Kosher, but Wagner disagrees.
“No, it’s not like kosher food. Kosher-eating people are not preaching for the destruction of democracy. Halal is sharia. And we need to ban any sharia-related thing in our society,” he said.

With Koranic scriptures adorning its walls, Russia's first Muslim clinic opened in Moscow this week, hailed by religious leaders as a sign of greater respect for Islam.
After cutting the red ribbon at the entrance of the gleaming modern facility in Moscow's industrial southeast, Grand Mufti Sheikh Ravil Gainutdin described the opening of the Muslim clinic as a "historic event".
"The international community can now see that in multinational and multi-faith Russia every citizen has the right to health services," Gainutdin said at an official ceremony on Thursday.
Run by some 50 doctors and nurses, the Muslim clinic occupies one floor of the Price Quality (Tsena Kachetsvo) private health care centre in southeast Moscow and offers a prayer hall, an ablution room and snack bar of halal foods.
Dressed in white headscarves and loose-fitting tunics and trousers, nurses and female doctors carry out examinations of women in the presence of husbands or other women. Men are treated by male staff in a separate section.
"What's important here is the atmosphere," said Syrian doctor Kadir Makhmud. "As you can see the women dress modestly, there is a place to pray, this is all important for Muslims."
"I would say that this was very much needed for the Muslim community," said Makhmud, who has worked in several foreign-run clinics in Moscow since he moved to Russia from Syria two years ago.
While it seeks to cater to Moscow's million-plus Muslims, the clinic more specifically targets the diplomatic community from the Middle East and Gulf countries who have been returning home for medical care.

SEBERANG JAYA, Jan 15 (Bernama) -- The Ministry of International Trade and Industry has identified the halal services sector as becoming one that can provide lucrative returns due to strong demand.
Its Deputy Minister Datuk Mukhriz Tun Mahathir said the ministry had undertaken a study recently to understand where the demand was for halal products and services of late.
"We found that among others,it was because, the number of middle east tourists to Malaysia, was rising from year to year.
"Therefore, we felt there may be a demand for services such as hotels that were totally halal or halal transport for halal products," he told reporters after officiating the new plant producing halal cornhuck capsules belonging to Nasmir Holding Sdn Bhd on Saturday.
He said the halal services sector had become a new field that is being explored at the moment.
"I am made to understand that there are a number of companies keen on going into areas that can ensure good returns in future," he added.
Mukhriz said people now want to know how halal food is prepared and transported from one place to another and if it was truly halal.
"If there are other non-halal items stacked in the van or lorry transporting the halal products, then there is a possibility of it being contaminated," he added.
Meanwhile,Nasmir Holdings chairman Kadhar Shah Abdul Razak said his company had invested RM15 million to open the plant managed by a subsidiary, Nasmir Hard Gelatin Capsules Sdn Bhd on the two-hectare site in Seberang Jaya.
"We distribute the empty capsules whose raw material is gelatin from the bones of cows slaughtered according to Hukum Syarak and guaranteed to be halal as well as certified by the Department of Islamic Development Malaysia (JAKIM)," he added.
He explained that the plant which began operations in January last year had about 120 workers with the capacity to produce more than 10 million capsules daily.
"The capsule products have a high demand not only locally but are also exported to a number of Asian countries such as Indonesia and Bangladesh as well as to Africa.
"It has also penetrated the markets of a number of countries in the middle east," he said.
He said by 2013, the company plans to buy nine more machines worth about RM22.5 million to fullfill demand.
"With 12 machines, the plant can produce more than 40 million capsules daily and we have targeted an annual turnover of about RM50 million," he highlighted.
According to Kadhar Shah, the company now has an Indonesian subsidiary,PT Nasmir Capsules, to market its products and will open a plant in that country if demand increases.

The European Union, bowing to pressure from Muslim lobby groups, has quietly abandoned a new measure that would have required halal [religiously approved for Muslims] meat products to carry a label alerting consumers that the animals were not stunned, and therefore conscious, just before slaughter. With the exponential growth of Europe's Muslim population in recent years, thousands of tons of religiously slaughtered halal meat is now entering the general food chain, where it is being unwittingly consumed by the non-Muslim population.
Muslims have the right to choose halal foods, but non-Muslims do not have the right to choose not to eat the ritually slaughtered meat.
Halal, which in Arabic means lawful or legal, is a term designating any object or action that is permissible according to Islamic Sharia Law. In the context of food, halal meat is derived from animals slaughtered by hand according to methods stipulated in Islamic religious texts. One such method, called dhabihah, consists of making a swift, deep incision with a sharp knife on the neck that cuts the jugular vein, leaving the animal to bleed to death without stunning. Of vital importance, according to the Koran, is that the animal's blood flows from its body by "natural convulsion."
Many non-Muslim veterinary experts say the method is cruel and should be outlawed. In Britain, for example, the Farm Animal Welfare Council (FAWC), an advisory body to the British Government, says in a report that cutting an animal's throat without stunning induces "significant pain and distress." The FAWC also says: "Slaughter without pre-stunning is unacceptable and the Government should repeal the current exemption."
The British Veterinary Association (BVA) says: "The BVA believes that all animals should be effectively stunned before slaughter to improve the welfare of these animals at slaughter. However, as long as slaughter without stunning is permitted, the BVA has argued for any meat from this source to be clearly labelled to enable all consumers to fully understand the choice they are making."
Animal-welfare legislation in Europe requires that abattoirs stun all animals prior to slaughter unless they are being ritually killed according to the practices of a non-Christian religion. But critics say the religious slaughter exemptions are being abused and millions of cows, goats, turkeys and chickens are being slaughtered according to halal standards and then sold to unwitting, non-Muslim customers, providing producers with a large and profitable market.
In Britain alone, it is estimated that more than 150 million halal animals are killed each year. Critics say this number is far more than is needed by the Muslim community, and that the growing success of halal products in Europe is being driven by the fact that the non-Muslim public is unaware of the halal origins of the meat. They say the ability to sell halal meat products by stealth has opened up vast new markets across Europe, which, by extension, is leading to a huge increase in the number of animals slaughtered using halal methods. The European halal food market is currently valued at €50 billion ($67 billion), and is expected to grow by at least 25% by 2020.
Critics of halal say that by dropping the halal labelling requirement, the EU effectively is institutionalizing a discriminatory two-tier approach to identifying the origins of meats. This controversy, as with so many others, highlights the growing assertiveness of Europe's Muslim community, and demonstrates once again how the rise of Islam is stealthily overwhelming the daily lives of hundreds of millions of non-Muslim Europeans.
Amendment 205 to the EU food information regulations, passed by members of the European Parliament in June 2010 by a vote of 559 to 54, would have required all meat or meat products from animals slaughtered without stunning to be labelled as follows: "Derived from animals that have not been stunned prior to slaughter." Although halal meat is well labelled in specialist butcher shops and food outlets, the EU regulation would have alerted non-Muslim consumers to supplies entering the mainstream food system.
Not surprisingly, the move to require halal meat producers to provide consumers with more information on the packaging of their products has enraged Muslims, who claim that the move has little to do with animal welfare, and reflects a bias against Islam. In any event, halal slaughter is permitted in all but four European countries (Iceland, Norway, Sweden and Switzerland) and halal-related controversies are becoming increasingly commonplace.
In Britain, for example, a London Daily Mail investigation has found that the country's major supermarket chains, fast-food restaurants, even some hospitals and schools are serving halal food without telling those who are eating it. Cheltenham College, which boasts of its strong Christian ethos, is one of several top British schools serving halal chicken to pupils without informing them. Even Britain's biggest hotel and restaurant group Whitbread, which owns the Beefeater and Brewers Fayre chains, admits that more than three-quarters of its poultry is halal.
In London, the Harrow Council has provoked a storm of protest after announcing plans to offer Islamic halal-only menus in the borough's 52 state primary schools. Parents are outraged that meat prepared according to Sharia law is being pushed on non-Muslim children. In Derby, the Dale Primary School has only halal meat on the school menu for certain days of the week to avoid cross contamination with non-halal meat. In Blackburn, the Daisyfield Primary School has become the first non-Muslim school to become certified by the Halal Monitoring Committee.
In Birmingham, the Domino's pizza chain has opened a halal-only outlet that does not offer its customers ham or bacon. Critics say the new policy discriminates against non-Muslims. Domino's says it has "thought long and hard" about not offering pork products at the store, which serves an area with a large Muslim population. The company says there are "alternatives, such as turkey ham." Meanwhile, most of the in-flight meals on British Airways could soon be halal.
Also in Britain, the 2nd World Halal Forum Europe 2010 recently was held in London. The theme of the World Halal Forum Europe was: "Halal Products & Services -- Going Mainstream."
In Spain, Muslims have rejected efforts by the Spanish rail company RENFE to offer halal menus on its high-speed trains. The Muslim Council of Spain says it is not enough for RENFE to simply remove alcohol and pork from its menu. The company must also take into consideration how the animals are slaughtered, what type of oil is used in cooking, as well as comply with a list of other demands.
In Spain as a whole, the Muslim population has undergone an almost twenty-fold increase in just two decades and the internal market for halal products is now estimated to exceed 2 million consumers, in addition to the estimated 7 million Muslims who pass through Spain each year as they cross the Strait of Gibraltar to and from North Africa.
In Belgium, the Justice Ministry recently launched a pilot project to train prison guards, as well as doctors and nurses, about practical problems related to halal. René Vandierendonck, the socialist mayor of the northern French city of Roubaix, says the move amounts to discrimination against non-Muslim customers. He has filed charges with justice authorities against Quick for what he says is prejudicial religious catering. He has also lodged a complaint with France's main anti-discrimination authority on the matter. Marine Le Pen, vice president of the National Front Party, says Quick's halal option is "an Islamic tax" on diners. Xavier Bertrand, secretary general of the ruling conservative Union for a Popular Majority (UMP) says Quick's menu change is undermining France's secular, integrationist social model.
Elsewhere in France, where the halal food sector has doubled in five years and is now valued at €5.5 billion ($7 billion), animal rights activist Brigitte Bardot says that 80% of French slaughterhouses are now halal because the method is cheaper and faster, and thus more profitable.
In Italy, the government in July 2010 signed an agreement with the Italian Islamic Community to establish a halal certifying organization. The Halal Italia certification scheme will guarantee compliance with Islamic laws for Italian food products such as tortellini and lasagne. The Italian market for halal is valued at €5 billion ($6.5 billion). Foreign Minister Franco Frattini says the Islamically-correct "Made in Italy" certification is designed to facilitate "the progressive integration of Muslim communities resident in Italy into the social fabric."
In Sweden, which has banned the religious slaughtering of animals since 1937, the Muslim Association of Sweden (SMF) is demanding that halal slaughter practices be legalized. SMF chairperson Mahmoud Aldebe says the Swedish government should respect the democratic rights of Sweden's Muslims to exercise their "religious freedoms" and help find a way to permit the practice.
In Holland, an elementary Catholic school in Weert decided to serve only halal food for its Christmas meal. The school has about 400 students, only ten of whom are Muslim. Margo Janssen, the school principal, says that serving only halal food for Christmas is a Christian thing to do because it puts others -- Muslims -- first.
Also in Holland, several Dutch prisons are now serving only halal food. The Dutch Justice Department says it is too expensive to offer prisoners both halal and non-halal menus, so it has decided to offer only halal food. The prison in the Dutch town of Sittard is now being sued by a prisoner; he says that by being forced to eat halal food, he is receiving extra punishment.

The European Union, bowing to pressure from Muslim lobby groups, has quietly abandoned a new measure that would have required halal [religiously approved for Muslims] meat products to carry a label alerting consumers that the animals were not stunned, and therefore conscious, just before slaughter. With the exponential growth of Europe's Muslim population in recent years, thousands of tons of religiously slaughtered halal meat is now entering the general food chain, where it is being unwittingly consumed by the non-Muslim population.
Muslims have the right to choose halal foods, but non-Muslims do not have the right to choose not to eat the ritually slaughtered meat.
Halal, which in Arabic means lawful or legal, is a term designating any object or action that is permissible according to Islamic Sharia Law. In the context of food, halal meat is derived from animals slaughtered by hand according to methods stipulated in Islamic religious texts. One such method, called dhabihah, consists of making a swift, deep incision with a sharp knife on the neck that cuts the jugular vein, leaving the animal to bleed to death without stunning. Of vital importance, according to the Koran, is that the animal's blood flows from its body by "natural convulsion."
Many non-Muslim veterinary experts say the method is cruel and should be outlawed. In Britain, for example, the Farm Animal Welfare Council (FAWC), an advisory body to the British Government, says in a report that cutting an animal's throat without stunning induces "significant pain and distress." The FAWC also says: "Slaughter without pre-stunning is unacceptable and the Government should repeal the current exemption."
The British Veterinary Association (BVA) says: "The BVA believes that all animals should be effectively stunned before slaughter to improve the welfare of these animals at slaughter. However, as long as slaughter without stunning is permitted, the BVA has argued for any meat from this source to be clearly labelled to enable all consumers to fully understand the choice they are making."
Animal-welfare legislation in Europe requires that abattoirs stun all animals prior to slaughter unless they are being ritually killed according to the practices of a non-Christian religion. But critics say the religious slaughter exemptions are being abused and millions of cows, goats, turkeys and chickens are being slaughtered according to halal standards and then sold to unwitting, non-Muslim customers, providing producers with a large and profitable market.
In Britain alone, it is estimated that more than 150 million halal animals are killed each year. Critics say this number is far more than is needed by the Muslim community, and that the growing success of halal products in Europe is being driven by the fact that the non-Muslim public is unaware of the halal origins of the meat. They say the ability to sell halal meat products by stealth has opened up vast new markets across Europe, which, by extension, is leading to a huge increase in the number of animals slaughtered using halal methods. The European halal food market is currently valued at €50 billion ($67 billion), and is expected to grow by at least 25% by 2020.
Critics of halal say that by dropping the halal labelling requirement, the EU effectively is institutionalizing a discriminatory two-tier approach to identifying the origins of meats. This controversy, as with so many others, highlights the growing assertiveness of Europe's Muslim community, and demonstrates once again how the rise of Islam is stealthily overwhelming the daily lives of hundreds of millions of non-Muslim Europeans.
Amendment 205 to the EU food information regulations, passed by members of the European Parliament in June 2010 by a vote of 559 to 54, would have required all meat or meat products from animals slaughtered without stunning to be labelled as follows: "Derived from animals that have not been stunned prior to slaughter." Although halal meat is well labelled in specialist butcher shops and food outlets, the EU regulation would have alerted non-Muslim consumers to supplies entering the mainstream food system.
Not surprisingly, the move to require halal meat producers to provide consumers with more information on the packaging of their products has enraged Muslims, who claim that the move has little to do with animal welfare, and reflects a bias against Islam. In any event, halal slaughter is permitted in all but four European countries (Iceland, Norway, Sweden and Switzerland) and halal-related controversies are becoming increasingly commonplace.
In Britain, for example, a London Daily Mail investigation has found that the country's major supermarket chains, fast-food restaurants, even some hospitals and schools are serving halal food without telling those who are eating it. Cheltenham College, which boasts of its strong Christian ethos, is one of several top British schools serving halal chicken to pupils without informing them. Even Britain's biggest hotel and restaurant group Whitbread, which owns the Beefeater and Brewers Fayre chains, admits that more than three-quarters of its poultry is halal.
In London, the Harrow Council has provoked a storm of protest after announcing plans to offer Islamic halal-only menus in the borough's 52 state primary schools. Parents are outraged that meat prepared according to Sharia law is being pushed on non-Muslim children. In Derby, the Dale Primary School has only halal meat on the school menu for certain days of the week to avoid cross contamination with non-halal meat. In Blackburn, the Daisyfield Primary School has become the first non-Muslim school to become certified by the Halal Monitoring Committee.
In Birmingham, the Domino's pizza chain has opened a halal-only outlet that does not offer its customers ham or bacon. Critics say the new policy discriminates against non-Muslims. Domino's says it has "thought long and hard" about not offering pork products at the store, which serves an area with a large Muslim population. The company says there are "alternatives, such as turkey ham." Meanwhile, most of the in-flight meals on British Airways could soon be halal.
Also in Britain, the 2nd World Halal Forum Europe 2010 recently was held in London. The theme of the World Halal Forum Europe was: "Halal Products & Services -- Going Mainstream."
In Spain, Muslims have rejected efforts by the Spanish rail company RENFE to offer halal menus on its high-speed trains. The Muslim Council of Spain says it is not enough for RENFE to simply remove alcohol and pork from its menu. The company must also take into consideration how the animals are slaughtered, what type of oil is used in cooking, as well as comply with a list of other demands.
In Spain as a whole, the Muslim population has undergone an almost twenty-fold increase in just two decades and the internal market for halal products is now estimated to exceed 2 million consumers, in addition to the estimated 7 million Muslims who pass through Spain each year as they cross the Strait of Gibraltar to and from North Africa.

KUALA LUMPUR, Jan 13 (Bernama) -- The Halal Industry Development Corporation (HDC) is targeting RM2 billion worth of new investments into its eight halal parks this year from local and international investors.
Managing Director and Chief executive Officer Datuk Seri Jamil Bidin said the halal parks are already in operation at various locations throughout the country and had attracted a total of RM4.8 billion in investment so far.
"Halal is the major advantage here.The system and infrastructure that we are offering is very attractive to foreign investors.
"Among countries keen to invest in the parks are Japan, Pakistan and Australia," he told reporters at the media appreciation luncheon here Thursday.
On the corporatisation of the HDC, he said, it was hoped the HDC Statutory Act bill could be tabled in Parliament this year.
The draft, he added, is now being prepared by the HDC team before being sent to the Attorney General's Chambers and later to the Cabinet for approval.
"We hope with this privatisation, the HDC can be recognised as the focal point for the halal industry. It will also enable the HDC to be properly empowered to implement all its initiatives.
"This also means that any issue related to budget allocation by the government, specifically for developmental projects," can be properly channeled to the HDC," he explained.
Commenting on the Halal Champions Programme, he said the company has allocated an estimated RM1 million for four companies, with each getting RM250,000.
"The HDC's masterplan is designed to create the most conducive environment for the industry to grow. It details several programmes to be carried out during the year, in support of the Ministry of International Trade and Industry's Key Results Area," said Jamil.
Meanwhile, speaking on the World Halal Research Summit 2011 to be held here from April 6-7, Jamil said it would emphasise the commercialisation of the halal ecosystem for the benefit of the industry players.
The two-day summit at the Kuala Lumpur Convention Centre will be officiated by Prime Minister Datuk Seri Najib Tun Razak.
